Analysis on structure of ODA: aid allocation across sector

Abstract

원조 배분에 관한 기존의 연구들은 원조배분의 결정 요인이나 효과성에 대해 논하였으나, 수원국의 원조 배분 현황을 구조적인 측면에서 설명하려는 노력은 부족하였다. 본 연구는 수원국의 경제가 발전함에 따라 부문별 개발 수요가 변화할 것임을 전제로 하여, 소득을 부문별 원조 결정 요인으로 설정하고, 이에 따라 수원국의 부문별 원조 구조가 어떻게 결정되는지 분석하고자 하였다. 분석에는 1995년부터 2012년 간의 107개 수원국의 자료를 사용한 패널분석을 사용하였다.

분석 결과, 실제 분석의 대상이 된 모든 원조 부문의 비중은 소득에 영향을 받는 것으로 나타나 소득이 부문별 원조 구조를 결정하는 유의미한 변수임을 밝혔다. 그러나 소득에 따른 부문별 비중의 증감은 부문마다 상이한 방향으로 나타났는데, 이는 변화하는 부문별 개발 수요와 이에 대응하는 공여주체들의 부문별 원조 공급 간의 균형에 의해 이루어진 것이다. 본 연구는 각각 지표 효과, 구성 효과, 인식 효과, 전환 효과라는 개념을 통해 소득에 따라 변화하는 부문별 원조 비중을 설명하였다.

논문의 최종 장에서는 통계 분석을 통해 얻은 예측치를 통해 소득에 따른 원조 구조를 시각적으로 제시하였다. 일반적으로 고소득 국가일수록 사회 인프라 및 서비스 부문에 대한 원조가 높은 비중을 차지하며, 경제 인프라 및 서비스 부문 원조의 비중은 중소득 이상의 소득 수준에서는 점차 감소한다.

이를 바탕으로, 본 연구는 원조의 부문별 배분 및 구조에 대한 후속 연구를 위한 기초적인 설명틀을 제공하고자 한다.

The present paper tries to capture a broad picture of the relationship between income level and ODA structure using panel regression analysis covering 18 years (1995-2012), 107 recipients and 24 aid sectors. In this paper, ODA structure is defined as a sectoral composition of aid in a recipient country. This sectoral structure of ODA is a result of a balance between needs of recipient countries and willingness of donors. This paper reveals that income level is a significant variable which influences the ODA structure shifting sectoral aid demand and supply. Also it answers to the question that how income level of a recipient country contributes to the ODA structure. The share of each sector is influenced by income level through demand effect, composition effect, perception effect and diversion effect. In doing so, this paper aims to provide a useful framework for further studies of ODA structure and sectoral allocation.
