미국 신보수주의 외교전략의 실제

Abstract

이글은 미국의 신보수주의 사상과 이념이 실제 미국의 외교안보정책에 어떻

게, 얼마나 영향을 미쳤나를 소개하고, 나아가 신보수주의적 미국 외교전략의

향후 지속여부에 대해 조망하였다. 보다 유화적이고 다자주의적인 외교안보전

략을 구사했던 클린턴 행정부와는 달리, 부시 행정부는 강경일변도의 일방주의

적 외교안보정책을 추구해 왔다. 이러한 부시행정부에 의한 미국외교정책의 성

격변화 배경에는 소위네오콘(neo-con)이라고 불리는 신보수주의자들의 이

론적 뒷받침과 정책적 구상이 크게 영향을 미쳤기 때문으로 보인다. 신보수주

의는 미국적 가치의 도덕적 우월성과 미국의 압도적 힘의 우위에 대한 인식을

바탕으로 미국적 패권질서 유지를 목표로 삼고, 이를 위한 적극적 무력사용, 일

방주의적이고 공세적인 외교수단 강구를 내세우고 있다. 이러한 외교전략은 부

시행정부의 이라크전쟁, 미사일방어, 해외주둔미군재배치, 중동협력구상 등의

구체적 정책을 통해 실제 추진되어왔다. 이들 정책의 추진은 네오콘들의 바람

과는 반대로 오히려 미국 패권약화를 야기할 가능성이 더 크다.

This article aims at illuminating how much the current U.S. foreign policy reflects ideas

and beliefs of American Neo-conservatives and analyzing how long they would last.

Unlike Clinton Administration who had sought more soft-liner multilateral foreign policy,

Bush Administration have pursued hard-liner unilateral policy. Many assume that the

influence of ideas and policy suggestions of so-called, neo-cons have made this policy

change. Based on their belief on the moral superiority of American values and American

predominant power, neo-cons seek continuation of the American hegemony and advocate

active use of military options as well as unilateral and aggressive foreign policy methods.

This preference of neo-cons reflected in such policies like Iraqi War, Missile Defense,

Global Defense Posture Review, and Middle East Cooperative Initiatives. On the contrary

to neo-cons wishes, however, these policies are highly likely to result in weakening rather

than strengthening American hegemony.
