독일통일에 대한 소련의 정책 전환 (1989 ~ 1990)

Abstract

본 논문에서는 동독이 내부로부터 붕괴되기 시작한 1989년 여름부터 독일

통일이 이루어진 1990년 가을까지 소련의 독일정책이 어떠한 변화를 겪게 되

는가를 추적해 보았다. 1989년 여름 동독주민들의 서독으로의 탈출로 시작된

동독정권의 위기로부터 1990년 10월 독일이 통일되기까지 소련의 독일통일에

대한 정책은 원칙적인 독일통일 불가에서 통일독일의 나토(NATO) 탈퇴라는

조건부 통일 고려를 거쳐, 1990년 7월 나토에 속한 통일독일 허용이라는 고르

바초프(Gorbatschow)의 개인적 결단으로 급변하게 된다. 돌이켜 보면 독일

통일과 소련의 붕괴는 마치 냉전의 종말이라는 하나의 큰 물줄기를 만들어 낸

두 개의 핵심적인 지류 역할을 하였다. 독일통일에 대한 소련의 정책은 고르바

초프의 사회주의 개혁 노선이었던 소위 페레스트로이카(Perestroika)의 운명

과 직결되어 있었던 것이다. 고르바초프는 서독의 재정적 지원을 핵심으로 한

서방측의 전면적인 지원이 필수적이었던 페레스트로이카를 살려 내기 위하여

나토에 잔류하는 통일독일을 허용하는 길을 택하였으나, 냉전체제를 기초로 구

축된 소련과 동구 사회주의권은 결과적으로 독일통일로 인한 그 기초로부터의

붕괴를 감당해 낼 수 없었던 것이다. 역설적으로 보일지 모르지만 페레스트로

이카의 가장 큰 성공은 독일통일이었으며 가장 큰 실패는 소련의 붕괴였다. 그

러나 페레스트로이카는 원초적으로 이 두개의 씨앗을 갖고 태어났던 것이다.

Until the year of the revolution in 1989 in DDR, the division of Germany were seen as

indispensable to the security of the Soviets Empire. The opening of the Berlin Wall

marked a dramatic turn in German history. But until the end of January 1990 even

Gorbachev had the illusion that it would be possible to reform the DDR. This illusion

shattered when the authorities in DDR failed to rule under new conditions and the

populace were pressing more and more for accession to the BRD.

The redefinition of Soviet policy on German unification took place against the

background of a qualitative change of paradigms of Soviet foreign and security policy.

Nevertheless the reunification of Germany within NATO can be explained only with

reference to a unique constellation of numerous factors. As to the rationale behind the

rethink in Soviet policy on Germany, a reunited Germany would be more able to promote

perestroika in the Soviet Union.
