The Effect of Multilateral Environmental Agreements on Exports: With a Focus on the Major Industries of Korea

Abstract

산업혁명 이후 인류는 급속한 성장으로 인해 경제적, 기술적 풍요를 얻었다. 그러나 그 과정에서 과도한 에너지 사용과 자원낭비로 인해 지구온난화와 해수면상승 등 심각한 환경 문제를 일으키며 지속가능한 발전을 위한 과제는 계속되고 있다. 이에 따라 국제사회에서도 20세기 말부터 교토의정서 등 다자간 국제환경협약을 체결하며 유엔새천년개발목표(MDG)를 통해 지속가능한 사회 및 환경을 위한 많은 노력을 하는 등 국제적인 차원에서 여러 과제들을 해결해 나가고 있다. 이러한 국제환경협약은 실효성을 확보하기 위하여 무역규제 등을 포함하고 있다. 하지만 무역규제가 실질적으로 무역에 어떠한 영향을 미치는지에 대한 연구는 아직까지 논의되고 있다. 본 논문에서는 국제환경협약이 주요 한국 수출 산업에 영향을 미치는가에 대한 연구를 목적으로 한다. 현재 발효되고 있는 국제환경협약 중 무역규제조항을 포함하고 있는 국제협약이 수출 산업에 미치는 영향에 대하여 시계열 다중회귀분석을 이용하여 실증적 분석을 하였다. 실증적 분석 결과 선행연구와 다르게 무역규제조항을 포함한 국제환경협약이 수출에 미치는 효과가 매우 적으며 실질적인 영향이 없는 것으로 연구되었다.

As issues on climate change and sustainable development heightened, countries and international organizations harmonized opinions to prevent and manage environmental issues from worsening. Multilateral Environmental Agreements (MEAs) became an important agreement among international society to address the effects and consequences of global and regional environmental degradation. However, the effectiveness of MEAs is questionable due to weak enforcement of trade related measures, voluntary characteristics of the MEAs, and the act of free-riding by many countries. This paper examines the effect of MEAs on exports by focusing on the specific export industries in Korea. The empirical result shows that the effect of MEAs is yet small or could be said that it has no effect on export. Overall, the paper finds that MEAs have no significant effect on exports or productivity growth.
