녹색복지공간의 효과에 영향을 미치는 요인에 관한 연구

Abstract

조경공간이 가지고 있는 효과는 환경적인 효과 뿐 아니라 인간에게 있어 신체적 기능의 향상, 정신적 치유효과, 삶의 질 향상 이라는 긍정적인 효과를 주는 기능을 한다. 이러한 녹지공간은 최근 저탄소 녹색성장의 패러다임이 환경의 중요성을 고취시킴과 동시에 더욱더 주목을 받아왔다. 하지만 형평성의 차원에서 접근해 볼 때 이러한 조경공간이 가지고 있는 혜택을 모두가 공평하게 누릴 수 있는지에 관한 의문이 제기되었고, 녹지의 효과가 더욱 필요한 노인, 장애인 등과 같은 사회적 약자에 대한 공간의 접근 및 혜택은 잘 이루어지고 있는지에 대하여 문제의식을 가져보았다. 그 결과 저소득층 및 사회적 취약계층들의 녹지 접근성 및 분포에 있어서 녹색환경 불평등이라는 사회적 문제점이 나타나고 있음을 알 수 있었다. 다행히 최근 정치권에서 나오는 복지 에 관한 담론은 녹색환경 불평등 문제와 인간의 삶의 질 향상을 추구하는 움직임과 맞물려 녹색복지, 환경복지에 주목을 하고 있었다. 따라서 본 연구는 이러한 사회적 흐름에 발맞추어 복지문제에 기여하는 조경분야의 역할에 대하여 논의해 보고자 한다. 특히 저소득층 및 사회적 약자와 같은 사회적 취약계층들을 대상으로 하는 현재의 녹색복지공간조성에는 어떠한 사례들이 있으며 공간의 조성이 그들에게 미치는 복지적 효과와 그 효과에 영향을 미치는 조경적 요소에 관하여 조사해 보고자 한다. 가장 큰 연구의 목적은 녹색복지공간의 조성사례를 통하여 공간을 이용하는 이용자들의 복지적 효과와 그 효과에 영향을 미치는 요인을 도출하는 것이다. 또한 지금까지 저소득층 및 사회적 약자, 즉 사회적 취약계층을 위한 조경사업의 역할에 대한 연구가 미흡하였으므로 현재 그들을 위해서 이루어지고 있는 녹색복지공간 조성사업의 사례를 정리해 보고 그 효과에 영향을 미치고 있는 예상영향요인을 도출한다. 마지막으로, 예상 영향요인을 평가하고 측정하기 위해서 실제로 녹색복지공간을 이용하고 있는 이용자를 대상으로 설문조사와 실험조사를 시행한다. 연구의 결과는 다음과 같다. 설문조사를 통한 정서적 효과에서 요인별 상관관계는 프로그램이용 ⟶ 녹지량 ⟶ 경관미 순으로 나타났고, 신체적 효과 측정을 위한 실험 조사에서는 녹지량 ⟶ 경관미 ⟶ 프로그램 이용 순으로 정서적 효과와 상이한 연구결과를 보였다. 본 연구는 일반인이 아닌 사회적 취약계층을 대상으로 설문조사와 실험조사를 실행하여 유효 표본수 확보가 제한적이였고, 실험조사에 있어 외생변수 및 현장 상황의 제한이 따를 수 밖에 없었다는 점이 연구의 한계점으로 작용하였다. 하지만 현재 국내에서 관련한 연구가 부족한 실정이며 이에 대해 사회적 취약계층을 대상으로 조경분야의 역할을 강조하고 그 효과를 입증했다는 것에 본 연구의 의미가 있다. 또한 이로써 조경이 생태적 가치를 넘어 사회전반에 관련한 복지문제에도 영향을 미칠 수 있는 복지조경 이라는 하나의 새로운 패러다임을 만들어 사회적으로도 기여할 수 있다는 것을 강조한 바에 그 의의가 있다.

The effect of landscape space is not limited to the environment. It also provides positive effect on humans, including improvement of physical function, therapeutic effect for emotion, and enhancement of life quality. As a consequence, the landscape space with the attribute of publicness, including urban parks and ecological parks that can be used by many peoples, has increased in its number with growing attention. In terms of equity, however, this study raised questions whether the benefits of such landscape space are equally shared, and whether the accessibility and benefits are appropriately provided to the social minority, such as the elderly and disabled who desperately need the effect of green space. The findings showed that a problem of 'inequality of green environment' arises with regard to the accessibility to and distribution of green space in the low-income class and the socially weak. Fortunately, the recent discourse on 'welfare' in the political circle is focused on green welfare and environment welfare, coupled with the inequality of green environment and the pursuit of human life quality. Considering such social trend, this study aims to discuss the role of landscape field which contributes to the welfare issue. In particular, the study attempts to identify the cases of creating green spaces for the socially weak, such as the low-income and socially vulnerable groups. The primary purpose of this study is to investigate the welfare effect of users who use the spaces through the cases of creating green welfare spaces, and to identify the factors affecting the welfare effect. In addition, since few studies have been conducted on the role of landscaping project for the socially weak, including the low-income and socially vulnerable groups, the cases of project creating green welfare space for them are outlined and the expected influential factors are identified. Finally, a survey and experiments are carried out on the users who actually use the green welfare spaces to evaluate and measure the expected influential factors. The results of this study are as follows. As for the emotional effect revealed by the survey, the correlation of the factors was high in descending order of program use, greenness and landscape beauty. The physical effect, however, showed a contradictory result with the descending order of greenness, landscape beauty and program use. Since the survey and experiment were conducted on the socially weak, not the general public, the study has some limitations: effective samples were not obtained and there were limitations on the external variables and site condition for the experiment. It, however, created green welfare spaces for the socially weak who are relatively difficult to access green spaces, and verified its effect. The study has an implication in that it stressed the fact that landscape can create a new paradigm of 'welfare landscape' that can affect the welfare issue related to the entire society, beyond the ecological value, and contribute to the society.
