중국문화기반시설에 대한 연구-원저우를 중심으로

Abstract

일반적으로 한 국가가 일정 수준의 경제 발전에 이르면, 문화를 비롯한 사회 각 영역의 발전을 이끌어 낼 수 있으며, 또한 경제 수준에 걸 맞는 문화 발전을 위해 노력하기도 한다. 중국 역시 높아진 경제력과 국제적 지위에 부합하는 자국의 문화수준을 이끌어 내기 위해 부단한 노력을 기울이고 있다. 그리고 이는 중국의 수도인 베이징뿐만 아니라, 경제 발전의 주요 원동력으로 작용하는 중국 각지의 중(中) 도시들에서도 마찬가지이다.

문화시설의 확충은 한국을 비롯해 최근 전 세계적으로 관심을 받고 있는 문화 향유의 보편화, 즉 문화권 확대와 연결되어 있다는 점에서 그 중요성은 더욱 높아진다. 경제성장에 따라 정치, 경제, 교육이 보편화되는 만큼 문화의 향유에 있어서도 보편화를 추구해야 한다는 것이다. 모든 국민이 기본적인 문화적 삶의 행복을 누릴 수 있고, 문화예술 교육으로 창의성을 높이며, 문화의 소외를 해소하고 문화다양성을 존중해야 한다. 그리고 이러한 것을 가능하게 해주는 가장 기본적인 필요조건이 바로 문화기반시설인 것이다

본 논문에서 살펴볼 사례도시인 온주시는 중국의 대표적인 중（中）도시로서 문화기반시설의 건립 및 운영관리가 도시지위, 특성 및 기능을 표현하는 면에서 많은 영향을 미친다. 온주지역의 문화기반시설의 현황 및 운영 사례를 최대한 세밀하게 기술하는 것을 주요 목적으로 한다. 그리고 이러한 상세한 기술을 바탕으로 온주시를 비롯한 중국 문화행정의 문제점을 살펴보고, 정책차원의 해결책의 방향을 가늠해 보는 것을 부수적 목적으로 한다.

본 논문에서는 온주 지역의 공공도서관, 박물관, 문화센터 및 극장을 비롯한 문화기반시설을 연구대상으로 한다. 연구 방법에 있어서는 시민과 공무원을 대상으로 실시한 설문조사 및 관련 업무 담당자의 인터뷰를 활용하고자 한다. 본 논문의 인터뷰는 온주시 문화처 처장, 박물관 관장 및 도서관 관장이 그 대상이며, 이러한 인터뷰를 통해서 온주 지역의 문화기반시설 현황을 파악하고 문제점을 제시하려고 한다. 덧붙여 설문조사 및 인터뷰에서 다 파악하지 못한 온주 지역의 문화행정 환경 및 문화기반시설의 현황을 기술하기 위해 문헌연구방법을 보완적으로 사용한다. 중국의 문화정책에 대한 이론적 배경과 현황에 대한 내용을 기존의 연구문헌을 참조하여 정리한다. 이러한 문헌연구의 자료로는 중국 및 한국의 기존 연구문헌과 온주시 정부가 인터넷 홈페이지에서 제공하는 자료와 법률 및 각종 공개된 내용을 통해 수집하고 정리하였다.

원저우 시민과 원저우시청 공무원한테 설문조사를 통해서 원저우 문화기반시설 상황을 알아보고 시민들이 문화기반시설에 대한 요구가 보여주는 것이다. 또한 공무원 인터뷰를 통해서 문화 재정, 문화 인사제도 두 가지 문화정책 측면의 문제를 밝혔다. 마지막으로 정책의 구속력 측면에서 이 문제들에 대한 분석을 시도해본 것이다.

도출된 여러 문제점을 해결하기 위한 정책방향을 제시함에 있어 다음 3가지 측면에서 노력할 필요가 있다. 첫째는 권위성으로 구속력을 보증하기 위해서 공문 규격을 적당히 제고시키는 것이다. 둘째는 임의성을 극복하기 위해서 해당 문화정책을 되도록 명확하고 구체적으로 제정하는 것이다. 마지막으로 이미 실현된 정책법규에 대한 감독을 보완해야 하는 것이다.

Generally speaking, when the country's level of economic development achieve a certain extent, cultural and other social sectors will also be developed. In order to keep up with the economy level, the country will put in more effort to improve the country's cultural level. In China, due to the rapid economic growth and its rising international status, the Government now put much emphasis into improving its cultural level. Besides Beijing, the capital of China, other medium cities are also import source of power for the economic development.

One of the global concern is the popularization of access to culture. In order to improve the Nationals basic level of cultural life, it is necessary to popularize access to culture, just like politics, economy and education. To achieve popularization of access to culture, the essential condition is 'cultural infrastructure'.

In China, studies on cultural policy are still at preliminary stage. It needs to be studied in long term and in-depth research. In this essay, the study target is the WenZhou Governemnt, which is a local government instead of the Central Government of China. WenZhou is a representative medium-level city in China. The establishment and management of basic cultural facilities in WenZhou have great impact on how WenZhou reflects the citys status, personality and function.

This essay aims to analyze the cultural policies of China and WenZhou Government by a detailed investigation on the present status and management of the basic cultural facilities in Wenzhou, and tries to propose solution to the existing policies. The target of this study is the cultural facilities in WenZhou, such as public libraries, museums, cultural centers and theaters. The research method includes questionnaire survey by the public and civil servants, as well as conducting individual interviews with public servants who are responsible for cultural aspect in the government. The interviewees are the Chief Officer of the WenZhou Cultural Department, curators of the WenZhou Museum and the WenZhou Library. On one hand, the aim of questionnaire study is to learn more about the citizens view and need of basic cultural facilities. On the other hand, by having individual interviews with public servants, financial and personnel problems in associate with cultural policy development had been discovered. At the end of this essay, it attempts to analyze these problems from the policy constraint perspective.

In order to improve the policy constraint, the policy should be authorized and complied to the provisions of regulations in law. Secondly, to overcome the irregularity, the contents of the policy documents need to be in detailed and be specific. Lastly, there should be supervision on the implementation of the existing cultural policies.
