참여 민주주의 제도가 지방자치단체의 재정 관리에 미치는 영향

Abstract

지방자치제도의 실시 이후 많은 지방자치단체에서 대의 민주주의가 정착하여 지방자치단체의 행정과 정책집행이 이루어져왔다. 그러나 대의 민주주의를 통한 지방자치단체의 행정은 주민 의견과 선호를 반영하는데 한계가 존재한다. 이를 극복하기 위한 방안으로 직접 민주주의적 요소를 갖는 참여 민주주의 제도에 대한 관심이 증가하고 있다. 이에 따라 본 연구에서는 현재 시행되고 있는 참여 민주주의 제도가 지방자치단체의 재정 관리에 미치는 영향을 살펴본다. 즉, 주민들의 참여가 지방자치단체의 재정 관리에 어떠한 영향을 미치는가를 실증 분석하고자 한다. 참여 민주주의 제도는 주민들이 그들의 의사와 선호(preference)를 정책과정 또는 행정에 반영하고자 하는 정치적 참여를 보장하는 것이다. 실제 주민들이 정책과정 등에 참여함으로써 나타나는 효과에 대해서는 다양한 논의가 진행되고 있다. 일반적으로 주민들의 정치참여에 따른 효과에 대해서 규범적 차원의 긍정적인 효과와 실증적 차원의 부정적인 효과가 지적되고 있다. 따라서 본 연구의 결과를 통해서 도출된 참여 민주주의 제도가 지방자치단체의 재정 관리에 미치는 영향이 주민 참여의 효과에 대한 논의에 기여할 것으로 기대하며 연구를 수행하였다. 본 연구는 지방자치단체 246곳을 연구대상으로 하며, 2004년부터 2011년까지의 재정 관리 지표를 활용하여 참여 민주주의 제도를 통한 지방자치단체의 재정 관리에 대한 효과를 분석하고자 한다. 그리하여 참여 민주주의 제도의 시행이 지방자치단체의 재정 관리에 어떠한 영향을 미칠 것이라는 가설을 설정하였다. 즉, 참여 민주주의 제도로 이해되는 주민소송제도, 주민소환제도, 주민참여예산제도를 독립변수로 설정하고, 행사․축제경비 비율, 민간이전경비 비율, 지방채무 상환비율, 장기재정계획 반영 비율을 종속변수로 하여 회귀분석을 실시하였다. 본 연구의 실증 분석 결과에 따르면, 참여 민주주의 제도로 이해되는 주민소송제도, 주민소환제도, 주민참여예산제도의 시행으로 지방자치단체의 재정 관리에 긍정적인 영향을 미칠 것이라는 예측과 달리 다소 부정적인 영향을 미치는 것으로 나타난다. 다시 말해서 참여 민주주의 제도가 지방자치단체의 재정 관리에 영향을 주지만, 재정 관리의 효율성(efficiency)과 건전성(soundness)을 향상시키지 못하는 것으로 나타났다. 이는 재정 관리에서 중요 기준으로 논의되는 효율성과 건전성에 주민들의 정치적 참여가 부정적인 효과를 초래하는 것을 의미한다. 이에 따라 참여 민주주의 제도가 지방자치단체의 재정 관리에 부정적인 영향을 미치는 것으로 분석되었으므로 부정적인 영향을 주는 원인을 탐색하는 것이 필요할 것이다. 본 연구의 결과를 토대로 이에 대한 원인을 파악한다면, 주민들이 자신들의 선호와 의견을 지방자치단체의 재정 관리에 반영하려는 경향이 지나치게 높은 수준이기 때문으로 예상할 수 있다. 즉, 주민들의 정치적 참여가 지방자치단체의 재정 관리에 부정적인 영향을 갖는 것은 정치적 참여를 통한 주민들의 이익추구 행위와 그에 상응하는 지방자치단체의 이익추구 행위에 따른 결과로 지적할 수 있다.

Since the local autonomy system was established, many local governments in Korea have performed the local governments public administration and policy implementation based on representative democracy. These days, however, citizens interested in institutions of participatory democracy is increasing because there is a limit to reflect citizens opinion and preference through representative democracy. Therefore, in this paper, I analyze the effect of participatory democracy institution about local governments financial management by estimating regressions. Citizens participation seems like a positive effect normatively, yet there is no statistical evidence about how citizens participation affects financial performance. The hypothesis of this study is fundamentally participatory democracy institutions guaranteed citizens participation effect on the financial management of local government. Therefore, the purpose of this study is to analyze whether citizens participation promotes local governments financial management to be more efficient or not through regression analysis. According to the results of this study, This study finds that participatory democracy institutions generally have a negative effect on the financial management of local government. First, there are statistically nonsignificant relationship between participatory democracy institutions and a rate of festival cost in local governments annual budget. Second, however, Resident Recall System, Citizens Participatory Budget System are increasing a rate of transfer expenditure. It is analyzed as the result of local government and voters interest seeking action. In other words, it means local government and voters act as an interest group in the process of local governments budget decision. Third, there is statistically significant negative relationship between Resident Lawsuit System and Citizen Participatory Budget System and a rate of local governments debt repayment. Fourth, there is statistically significant negative relationship between Resident Recall System, Citizen Participatory Budget System and a reflection rate of long-term financial plan. These statistical results mean implementation of participatory democracy institutions has not only some of normative positive effect also statistically negative effect on the local governments financial management. In short, Participatory Democracy has effects on the financial management of local government, but those institutions could not improve efficiency and soundness of local governments financial management. That would be necessary to navigate reasons of negative effect. Based on this study, This study point out citizens excessive trying to reflect their opinion and preference in local governments financial management is a reason of negative effect. In conclusion, I suggest that citizens participation is generally guaranteed extensively. However, this suggestion demands some kinds of limitation to avoid the abuse of participation.
