김포-인천공항의 균형발전 전략과 허브화 전략 비교평가 연구

Abstract

본 연구는 분권화, 가외성, 규제완화의 측면에서 복수공항 균형발전 전략과 허브화 전략을 비교하고 있다. 이를 위해 본 연구는 국민편익(수요자 측면)과 항공 인프라 활용도(공급자측면)를 중심으로 현재 수도권 복수공항의 역할분담 현황을 파악하고 복수공항 균형발전 전략의 가능성을 탐색하고 있다.

본 연구에서는 SWOT 분석과 편익분석을 근거로 복수공항 균형발전 전략을 허브화 전략과 비교하고 있다. 본 연구의 분석결과 국민편익, 여객․항공사의 공항선택의 자율성과 항공 인프라 활용도 측면에서 복수공항 균형발전 전략이 장점을 가진 것으로 나타났다. 또한 복수공항간의 역할분담 전략에 따라 복수공항 균형발전 전략의 세 가지 전략대안을 설정한 후, 측정이 가능한 시간 및 운행비용 절감을 중심으로 전략대안별 편익을 추정하였다. 분석결과 일정한 조건하에서 김포공항의 항공 인프라 활용도가 높아짐에 따라 편익이 증가하는 것으로 나타났다.

나아가 수도권 복수공항 균형발전 추진방안으로는 김포공항 동북아 Biz-Port 전략을 중기방안으로 제시하였으며, 이에는 김포공항 국제선 전세편 운영규정의 완화, 국제선 증편 및 신규노선 확대, 세계적인 수준의 공항 인프라 구축 등을 제안하였다. 장기적으로는 항공사 및 여객의 선택에 따른 복수공항 자율선택방안으로 김포공항에 LCC 전용터미널 건설을 통한 FSC/LCC 전략을 추진이 중요하며, 더 나아가 김포공항을 한국-중국-일본 노선의 중추공항으로 활용하는 방안을 제시하였다.

This study seeks the multi-airport balanced development policy, on focusing on convenience of people(customer) and utilization ratio of aviation infrastructure(supplier), comparing the multi-airport balanced development policy and hub-focused policy of the government, based on decentralization, reiteration and deregulation.

Using SWOT and convenience analysis towards multi-airport balanced development policy and hub-focused policy, this study draws out the superiority of multi-airport balanced development policy to the hub-focused policy, considering the contribution to enhance convenience and autonomy of people choosing the airports.

Based on the strategy of dividing the role, three strategic solutions are provided for balanced development of multi-airports. For the convenience analysis, based on measurable international flight operation cost reduction convenience. When Gimpo Int'l Airport utilization ratio of aviation infrastructure increases, the convenience of people has been increased as well under certain conditions.

Moreover, in order to upgrade our multi-airport system of the capital area in the midium and longer term, biz-port of north-east asia concept of Gimpo Int'l Airport is emphasized. This includes alleviating the Charter Flight Guideline by degrees, expanding international flights, enhancing the infrastructures to the world class, maturing Business Friendly concept, development of commercial area within Gimpo Int'l Airport boundary.

As the longer term solution, FSC/LCC strategy should be dealt by constructing dedicated LCC Terminal for the airlines and passengers, making Gimpo Int'l Airport the main airport connecting China and Japan.
