- Abstract
- This study aims to investigate Korea's industrial park policy. Recently the importance of industrial complex has been emerging as a critical factor in determining national economic development. And the word 'industrial complex' has become a trend sometimes used in diverse terms such as innovation cluster, industry cluster while being seen as a critical factor in strengthening nation's competitiveness. Today, governments industrial park policy used as an important means for enhancing national competitiveness. Government's industrial park development has been pushed ahead as an effective political means for improving the competitiveness of the country.
The purpose of this study is to investigate industrial park policy based on sales rate. With this goal in mind, this study compares Pangyo Technovalley with Jeongok Marine industrial park. By comparing Pangyo Technovalley with Jeongok Marine industrial park, this study tries to find important factors in determining land sale. Successful industrial park policy proposed by this study is as follows:
First, keys of the successful industrial park policy are good location, low sale prices, government support, high-quality human resources, perfect infrastructure, convenient transportation, and the like. The most important factor in a successful industrial park policy is the location of the industrial park. This indicates the importance of the government's strategy on the location of an industrial complex.
In addition, the industrial park policy for the successful development of industrial parks should be made on the appropriate industrial complex which is based on the local distinctiveness. Finally, the government's support is essential and must be followed.
The tasks the government is expected to perform involve, first of all, selecting a good location and setting an affordable land price
providing financial support such as tax benefits
bringing about innovation in the local government through governmental investment in human resources
creating the environment for scientific research and technology development
providing support in various cultural facilities, and so on.
Successful industrial policy for solving the unsold land includes the following: Good location, policy on the basis of demand, low sale price, convenient transportation, collaboration system between enterprises, associated industrial complex policies, vitalization of local industry clusters, and the like. National and social efforts are needed to invigorate the industry clusters.
