Abstract
국문초록

캐나다 은행은 양호한 자산 건전성, 안정적인 자금 조달, 충분한 자본 수준 등을 바탕으로 2008년도 미국발 금융 위기에서 G7 국가 중 유일하게 직접적인 구제금융 조치 없이 견실한 재무건전성을 유지하고 상대적으로 양호한 경영성과를 시현하는 등 글로벌 금융 위기 상황에서 다른 나라에 비해 상대적으로 우월한 안정성을 나타냈으며, 특히 금번 금융 위기의 직접적 원인으로 거론되는 서브프라임 모기지대출이나 유동화증권 등 그림자 금융 수준이 미국에 비해 상대적으로 낮은 것으로 나타났다. 동 논문은 캐나다 은행도 금번 금융 위기 이전에 금융권의 레버리지나 가계 대출이 지속 상승하여 왔고, 금융 위기의 근원지인 미국과 매우 밀접한 관계를 유지하여 왔음에도 불구하고, 캐나다 은행이 금융 위기에 상대적인 안정성을 보인 원인을 다음과 같이 분석하였다. 첫째, 보수적인 자산 운용과 안정적인 자금 조달은 캐나다 은행이 금융 위기를 극복한 주요 원인인데, 이는 은행 중심의 과점적 은행 시스템과 지점망을 통해 소매 금융에 집중해온 보수적인 자산 운용의 역사가 결합하여 나타난 성과이다. 둘째, 시장의 불완전성을 해소하는 주택 정책과 통합 건전성 감독은 지나친 레버리지 및 유동화 확대를 제어하여 저신용자 중심의 가계 부실화와 그림자 금융 확대를 방지하였다. 셋째, 상대적으로 강력한 자본 규제는 은행이 금융 위기에 충분한 자본적정성을 보유하는데 도움이 되었다. 결과적으로 정부가 시장 실패를 해소하는 고유의 기능을 제대로 수행하고 역사적으로 은행 시스템이 은행의 안정성을 제고하는 방향으로 발전해 온 것이 복합적으로 작용하여 캐나다는 다른 나라에 비해 은행 시스템이 안정적일 수 있었다고 평가할 수 있겠다.

Abstract
Analysis on the Resilience of Canadian Banks during the Global Financial Crisis of 2008-10

The stability of Canadian banking system set Canada apart from other G7 countries that had to bail out their banks during the global financial crisis of 2008-10 started in the United States. Canadian banks have maintained financial soundness and robust performance thanks to the above-satisfactory asset quality, stable funding sources and sufficient capital base. Especially, compared to the US banks, they were less involved in originating and/or securitizing sub-prime mortgage loans and in shadow banking activities, which were accused of causing the crisis. The resilience appears particularly striking given the close economic and financial links between the two countries and the circumstantial similarity before the crisis including the increase of financial leverage and consumer debt. This paper suggests three key factors that attributed to the relative soundness of Canadian banks. First, conservative asset management practices and stable funding sources, resulting from the combination of the oligopolistic bank-based financial system with the traditional focus on retail banking based on the nationwide branch network, prevented Canadian banks from accumulating excessive risks. Second, effective housing policy to resolve market incompleteness and consolidated prudential supervision on financial system restrained the excessive increase of leverage and securitization, and thus precluded household over-indebtedness and the development of shadow banking. Third, the relatively strong regulatory regime on bank capital helped Canadian banks build a sufficient capital buffer to cope with a financial crisis. In conclusion, this paper argues that it is the constructive interaction between the successful governmental policies to correct market failures and the development of banking system to the direction of enhancing financial stability of banks that has led to the resilient banking system in Canada.
