Abstract
One of many aspects in human life is about relationship weather its a
relationship between friends, parents, sibling or romantic ones. When its
come to romantic relation between man and woman as husband and wife
then somehow we need to think and expect that divorce might occur
between the couple, when things start to changes and no longer fit and set
the purpose of each individual entering this commitment at the beginning.
The motion of thinking that marriage work as median to change a person
character vice versa changing a persons character through marriage, is
not an ideal way of starting a marital relationship. As marriage is actually
a relation built on two complete strangers of their own mind and
characters whom happen to have the same idea and vision as romantic
emotion for having relation-as to build their own family and future with
someone-as their trusted and loyal companionship for the rest of their
lives.
Marriage is a private matter none the less, in Indonesia the government
has a very strong power toward its civil servant including in aspects of
marriage and divorce. The government has the rights and means to
interfere as the government during Soeharto1 era, he wanted to create a
state official who is authoritative and clean with the Pancasila2
behavior. Although marriage and divorce are consider a private matters
but with the interfere of the state although only still in administrative
matters open a lot of chance and opportunities to conduct a study related
to divorce which happen among the civil servant in Yogyakarta Special
Region between 2010-2015.
Divorce among the civil servant becoming unique because the state has
regulated it but lacking in understanding of why and not enough effort on
how to prevent or at least reduce the number. Analyzing the reasons given
for divorces cases in 6 years duration as ground line is a way of trying to
find better understanding regarding the reasons connected to the position,
education level, age, culture and religion itself toward the civil servant
behavior. This thesis will try to find some common ground based on
research questions as structural position held in office might rendering or
not the decision, level of education degree perhaps increasing the desire
for divorce on several conditions, maturity might influence the way of
thinking and the possibility of culture and religion shape an easiness on
perceiving divorce. These views would be used to find the reason to get a
better understanding of why the civil servants applying for divorce and
perhaps also can be used for common sense related to divorce itself.
Finding a basic knowledge beyond the reasons may provide the Civil
Servant Agency on how to answer and give proper reaction on handling
and managing divorce cases in the future. Not only mere an administrative point but also build the capacity of its employee in dealing and facing the
divorce process during and after.
