우리나라 대통령직인수위원회에 관한 연구: 정부별 인수위 운영방식을 중심으로

Abstract

본 연구는 새 정부의 국정운영을 시작하는 첫 단계로서 대통령직인수위원회의 운영에 주목하여, 제15대 김대중 정부 인수위부터 제18대 박근혜 정부 인수위까지의 사례를 대상으로 인수위 의 운영기조, 주요 활동, 당선인의 역할, 대･내외적 관계, 회의운영방식 등 구체적인 인수위 운영 방식을 비교분석하였다. 실질적인 의미의 인수활동 사례가 충분하지 않고 관련 연구와 분석 가능 한 자료가 상당히 부족한 상황에서, 연구의 이론적 완결성이나 분석의 심층성은 다소 미흡하나, 기존 연구에서 다뤄지지 않았던 대통령직인수위원회의 구체적인 운영방식에 대한 관심을 촉구하고, 대통령직인수위원회가 본래의 목적대로 새 정부의 성공적인 국정운영을 위한 디딤돌로 작용하기 위해서는 어떻게 운영되어야 할지 고민하는 출발점이 될 수 있다는 점에서 본 연구의 의의가 인정될 수 있으리라 생각한다.

This study compared the operations of the presidential transition committees from the 15th (Kim Daejung) administration to the 18th (Park Geunhye) administration, focusing on administration principles, key activities, the role of the president-elect, political relations, and conference operations. This study is expected to be the first step toward the successful operation of transition committees by drawing attention to the specific operating mechanisms of presidential transition committees which had not been addressed in previous studies.
