남북관계의 사건이 통일의식에 미치는 효과

Abstract

북한에서 발생하는 사건이나 남북 간의 합의 또는 이산가족상봉과 같은 사건을 접하면서 남한사회의 구성원들은 통일에 대한 태도와 의식, 이미지를 습득하게 된다. 이 논문은 지난 10년 동안 남북관계의 사건이 북한인식과 대북정책 등 전반적인 통일의식에 어떤 영향을 미치는지, 그 효과와 강도는 어느 정도인지를 살펴보는 것이다. 전반적으로 북한의 도발사건은 안보불안을 15~20%를 상승시키는 효과를 지니며, 그 효과는 시간의 흐름에 따라 감소하며 유사한 사건이 반복되면 그 효과는 거의 발휘되지 않는 것으로 분석된다. 한편, 남북정상회담과 같은 남북공동행사와 협력 사건은 국민들의 안보불안을 그와 비슷한 폭으로 낮추는 효과를 갖고 있다. 사건효과는 또한 세대와 이념, 지역안에서 차등적으로 나타나는데, 최근 10년 동안 북한발 대형 사건들이 이어지면서 세대와 이념, 지역 간 통일의식 차이가 좁혀지는 수렴현상도 진행되었다. 남북관계 사건이 안보불안의식에 미치는 영향과는 달리 통일자체의 인식을 변화시키는 효과는 제한적이다. 그 이유는 남북관계의 사건에 의해 일방적으로 영향을 받는 안보불안의식과는 달리 안보불안을 해소하려는 의지가 작동하여 통일의식을 강화하는 효과가 작동하기 때문으로 보인다.

Members in South Korean society acquire attitudes, consciousness, and images of unification when encountering inter-Korean incidents and events such as nuclear test and missile launch attempted by North Korea, or inter-Korean agreements and family reunions performed by both Koreas. This paper examines the effects and strength of inter-Korean events over the past decade on the perceptions of unification, security anxiety and North Korea policy. Overall, the provocation of North Korea has the effect of raising the security anxiety by 15 ~ 20%, its effect decreases with the passage of time, and it is analyzed that the effect is not exercised if similar events are repeated. On the other hand, inter-Korean joint events such as the inter-Korean summit and cooperation events have the effect of reducing the security anxiety of the people to a similar extent. Event effects also appear differentiated in generations, political beliefs, and regions. In the last 10 years, as the big events of North Korea continued, the convergence phenomenon narrowed the gap between generation, political beliefs, and regional unity. Unlike the effects of inter-Korean relations on security anxiety, the effect of changing the perception of the unification itself is limited. The reason seems that unlike the security anxiety which is unilaterally influenced by the incident of inter-Korean events, the will to solve security anxiety is working in order to strengthen the need for unification.
