김정은 시대 북한의 세계경제 인식의 변화 : 침략과 약탈의 공간에서 생존과 경쟁의 공간으로

Abstract

일반적으로 사회주의-공산주의 진영에서 자본주의 세계경제는 제국주의적 시선으로 해석된다. 즉, 제국주의 - 독점자본주의 – 의 침략과 약탈이 벌어지는 불공정한 공간이라는 시선을 갖는다. 북한 역시 1990년대 이전까지 현대 제국주의론에 기초하여 지배와 약탈이 이루어지는 불공정한 공간으로서 세계경제를 인식해왔다. 그러나 1990년대 이후, 북한의 세계경제에 대한 인식은 변화하고 있다. 즉, 과거 반(反) 제국주의 시선을 통해 인식하던 세계경제의 공간이 이제는 생존과 경쟁의 공간이 되었고, 자신들이 직접 상대해야 할 경제 공간으로 인식되고 있다. 특히, 김정은 시대에 들어와 이러한 시각이 더욱 강화되면서 대외무역을 통한 세계경제로의 진출, 경쟁, 실리의 확보를 추구해야 할 공간이 되고 있다. 경쟁의 공간으로 세계 경제를 인식하는 것은 곧, 북한 스스로가 이야기 하듯이 경쟁력을 높여 자국의 경제발전을 위한 무대가 된다는 것을 의미한다. 즉, 북한에게 이제 세계경제는 자국의 발전의 승패를 가르는 장소가 되어 가고 있으며, 따라서 내부의 경제개혁을 넘어서서 개방을 통한 본격적인 경쟁의 길로 들어서야 함을 의미한다. 이것이 의미하는 바는, 비록 현재의 핵과 미사일 문제로 인해 한반도의 상황이 불안정하고 정치-군사적 대립이 전면에 부각되고 있지만, 다른 측면으로는 북한을 개방의 길로 이끌어내고 남북한의 경제협력 및 북한의 세계 경제 속에서의 행위자로 이끌어내는 것이 가까운 미래의 현실로 될 가능성이 높다는 것을 의미한다.

The world economy is interpreted by the imperialist sight in the socialism-communism camp. They look it as the unfair space taking place aggression and looting by imperialism. North Korea also recognized it similar to them before 1990s. But after 1990s, North Koreas sight is changing. The change is that the world economy is recognized to the space for survival and competition from anti-imperialist sight. Especially, in the Kim, Jong-un era, this sight is strengthened more than before. The recognizing the world economy as the competition space means that the world economy is to be the stage for economic development to North Korea. More, this means that North Korea have to foot forward to reform and open and to compete with other countries in global economy. On the other hand, this gives us important implies that we can lead North Korea to the global economy and carry forward to the South-North economic cooperation.
