This paper examines the history of literary exchanges between South Korea and North Korea based on the issue of literary dissemination of the 4.27 Panmunjom Declaration(2018.4.27) & September Pyongyang Joint Declaration(2018.9.19) and to explore future challenges. The communication and exchanges between South Korean literature and North Korean literature were attempted three times in 1961, 1989, and 2005.
After the 4.19 Revolution, North Korean literary writers proposed literary exchanges in the name of racial literature, which went in vain due to the 5.16 Military Coup. The Inter-Korean Literary Writers Conference was pushed forward actively with the efforts of Hwang Seok-Yeong, etc., in 1989, which eventually turned out to be fruitless. At that time, the blueprint for literary exchange plan and cooperation was drawn in the wake of the Racial Literary Writers Conference(2005), establishment of 6.15 Racial Literary Writers Association(2006), and publication of its Tongil Munhak(Unification Literature, 2008). However, the literary exchange was 1discontinued due to North Korea's nuclear test and South Korea's conservative regime.
Now, the inheritance and new parallel-advance policy were proposed for resumption of literary exchange to keep pace with the changes of situations in 2018, a period of watershed for the peace system. It is imperative to inherit the federation of 2006 while moving ahead with the generational shift and the change of media contents. At this time, the normative concept of unification literature and racial literature should not serve as a mechanism for psychological suppression in the society. It would be necessary to abandon the vested rights of South Korean literature and North Korean literature and to reshape the Korean literature. That would be epitomized by formation of internet network(YouTube) hubs for linguistic literature materials of the Korean race worldwide for practical communication, rather than normative unification and integration.
Key Words: Literature on the Korean Peninsula, unification and integration, South and North Korean literature, Unification literature(Consolidated literature), Korean National Writers Conference, 6.15 Racial Literary Writers Association, Tongil Munhak(Unification Literature).
