관료적 성격의 UN 조명: UN의 대한민국에 대한 지원을 중심으로

Abstract

본 연구의 목적은 UN(United Nations)의 대한민국에 대한 지원을 분석하는 데 있다. 일반적으로 UN의 지원은 특정 국가의 경제적 성장과는 음의 상관관계를, 정치적 영향력과는 양의 상관관계를 보일 것으로 예측된다. 그러나 대한민국의 경우, 폭발적인 경제성장과 UN에서의 높아진 정치적 영향력에도 불구하고 UN의 대한민국에 대한 지원은 큰 변화 없이 소폭으로 늘어나는 추세를 보이고있다. 이러한 현상을 분석하기 위해 본 연구는 UN의 관료적 특성에 초점을 맞추었다. 관료화된 기구의 정책은 과거의 정책으로부터 크게 벗어나지 않는 특징이 있다. 이를 위해 1969년부터 2008년까지 UN의 대한민국에 대한 지불금 자료를 분석했다. 분석 결과, 한국의 경제성장 및 UN에서의 정치적 영향력보다 과거 UN의 지원이 현재 UN의 지원을 결정하는 주요 원인으로 나타났다. 따라서 이러한 결과는 적어도 UN의 대한민국에 대한 지원만큼은 경제적 필요성과 정치적 영향력보다 UN의 관료적 성격이 UN의 지원을 결정짓는 주요 요소임을 보여주고 있는 것이다.

This work aims to provide an overview of United Nations assistance for South Korea from 1969 to 2008. The UN aid is supposed to be negatively associated with an economic development, and positively associated with a political influence.

However, it is not the case for South Korea. In spite of rapid economic development and enhanced political influence in UN, the UN aid for South Korea shows a weak increasing trend without a substantial adjustment in accordance with South Korean condition. For solving this puzzle, we focus on a bureaucratic inertia in a decision making process of the UN. The policies executed by bureaucratic institution are not likely to deviate from the past policies. For testing our hypothesis, several time series are collected from the World Bank and the UN. The test results strongly support our hypothesis that rather than the economic condition and political influence on the UN, the prior volume of UN aid exercises more influence on the current volume of it. In terms of international organization study, this work has a great implication that the bureaucratic nature of the UN presents its independent status against realist's assertion.
