인도 지정카스트와 기타후진계층 우대정책의 역사적 추진동기의 비교

Abstract

이 글에서는 인도 내부의 서로 다른 두 집단에 대한 우대정책의 추진 동기를 비교하고 이를 통하여 정책의 차이점을 설명하고자 한다. 이것은 두 집단에 대한 정책내용의 단순비교나 실행과정에서의 문제점 검토 및 정책의 효과에 대한 검토를 넘어서 보다 본질적인 문제를 다루기 위한 시도이다. 즉, 왜 이들 집단에 대한 우대정책을 처음에 추진하였는가 그리고 이러한 추진 동기는 과연 같은 성질의 것인가 아니면 질적으로 다른 문제인가 하는 의문들에 답할 수 있을 것이다. 이러한 문제에 답함으로써 우리는 인도의 지정카스트와 기타후진계층이 헌법에서 형식적으로 후진계층이라는 대범주에 동일하게 분류되어 있지만 각기 받는 우대정책이나 할당정책의 내용이 차이나는 이유를 설명할 수 있을 것이다. 정책이 추구하는 목표나 추진동기에서 차별성 때문에 같은 우대정책이라고 하더라도 내용이나 분야에서 차별성을 보이는 것이다. 따라서 이들 정책을 설명하기 위해서는 정책을 추진한 동기의 차이에 일차적으로 주목하여야 한다.

This study explores different historical motives for the adoption of reservation policy for scheduled castes (SC) and other backward classes (OBC) in India, While the existing literature deals with the details, implementation problems and effects of reservation policy, it addresses the fundamental issues of why such a policy was introduced for each group at the first and whether the policies for the two groups are the same in nature or qualitatively different. This comparative historical approach will help us better understand key differences in policy benefits for the two apparently similar backward class groups in India.
