도시정부경쟁력이 지역경제성장에 미치는 영향: 지표의 개발과 실증분석

Abstract

우리나라는 수도권과 비수도권 간은 물론이고 지방 도시들 간 불균형 성장이 심화되어 왔다. 일부에서는 지방소멸의 위기를 우려하고 있다. 이러한 배경에서 지방 도시의 자생력 확보를 위한 지역경제성장 촉진요인 연구가 필요하다. 본 연구에서는 사회 및 경제적 요인이나 행정요인 중 재정적 요인만을 강조하였던 선행연구들의 한계점을 인식하여 인적, 제도적, 재정적 역량으로 구성되는 도시정부경쟁력 지표를 개발하고 지역경제성장에 미치는 영향 및 투입과 산출 사이의 매개효과를 검증하였다. 분석결과, 도시정부경쟁력이 높을수록 지역경제성장에 유의미하게 정(+)의 효과를 주는 것으로 나타났다. 또한 투입과 산출 사이에 도시정부경쟁력의 부분매개 효과가 통계적으로 유의미한 것으로 확인되었다. 이러한 결과를 바탕으로 도시정부경쟁력과 지방분권 및 지역경제성장에 관한 정책적 함의를 모색하여 보았다.

Unbalanced growth among the local cities as well as between the metropolitan and non-metropolitan areas has deepened in South Korea. There is concern about the disappearance of some local cities. In this context, it is necessary to scrutinize the factors that promote regional economic growth. Considering the limitations of previous literature that mainly emphasized social, and economic, and financial factors, this study develops the indicator of city government competitiveness composed of human, institutional, and financial capacities, and analyzes effects of the indicator on regional economic growth. The results reveal that the higher the city government competitiveness, the greater the positive effect on regional economic growth. Furthermore, the partial mediating effect of city government competitiveness between input and output is found. Based on these results, implications are discussed for city government competitiveness, decentralization, and economic growth.
