국제개발협력의 기원과 구조적 변화 — 연속성과 불연속성

Abstract

왜 잘 사는 국가의 시민들은 자신들의 경제적 자원을 빈곤국에게 이전하는가?치열한 생존경쟁에 직면한 국가들이 다른 국가를 돕는 것은 도덕적 행위인가, 아니면 다른 목적을 위한 전략적 행위인가? 본 연구는 이러한 질문에 답하기 위해 근대 국가 간 원조의 역사적 기원을 추적하고 대외원조에 대한 국제정치가 어떠한 구조적 변화를 겪어 왔는가를 설명하고자 한다. 본 연구는 근대 국가 간 원조의 역사적 기원이 영국의 식민지발전법과 미국의 포인트포 프로그램이라는 이질적 정책에 있다고 주장한다. 제국주의와 냉전이 원조레짐에 남긴 영향은 원조의 다자화를 거치면서 중요한 변화를 겪게 되는데, 그 핵심에 원조 관련 국제기구의 역할 증가가 놓여 있다. 개발원조라는 주제영역은 공여국의 외교정책적 도구에서 츨발했으나 수원국의 발전이라는 목적에 충실한 독자적인 국제레짐으로 등장하고 있다.

Why do citizens in rich countries transfer their economic resources to citizens in poor countries? Why do countries in constant competition for survival in international relations help other countries? Is it a moral act or is it a strategic act for another purpose? In order to answer these questions, this paper investigates the historical origin of modern interstate aid and explains how the foreign aid regime has changed over time. I argue that the origin of modern interstate aid lies in the Colonial Development Act by the United Kingdom in 1929 and the Point Four Program by the United States in the 1950s and 1960s. This interstate aid regime has been through an important structural change in the latter part of the 20th century. The essence of the structural change is the delegation to international aid agencies and organizations from individual donor states. In doing so, the interstate aid regime has gradually jettisoned instrumental natures of foreign aid and turned itself into an intenrational regime of development and cooperation.
