국제안보 개념의 21세기적 변용 — 안보 과잉으로부터 안보불안과 일본의 안보국가화

Abstract

안보 패러다임은 시대마다 변화하는 인류의 위협인식을 반영하는 실존적 기록이라는 점에 주목하여, 본 연구는 21세기에 발견되는 다양한 안보의 새로운 변화들 중에서 특히 다음과 같은 특징에 주목한다: 안보 불안(insecurity)은 안보 결핍 으로부터만 발생하는가? 본 연구는 안보 결핍뿐만 아니라 과잉 역시 안보 위협이 될 수 있다고 주장한다. 나아가 안보 문제는 어느 개체의 고립된 문제가 아니라 잠정적으로 적이라고 생각하는 타자와의 관계에서 상대화된 나의 문제이므로 상대적 판단을 수반하는 다면적 사안이기도 하다. 따라서 오늘날 우리가 공유하는 안보 인식은 복합적일 수밖에 없다. 이처럼 복합적이고 다면적 안보 인식과 과잉 으로부터 안보 불안의 예로 일본의 평화헌법 개정과 재무장을 촉구하는 일본의 보통국가론을 들어 설명한다. 일본의 탈냉전기 국가 정체성 논쟁과 정치 지형 변동이 어떻게 아베 정부에 들어서 평화헌법 개헌을 추동하기에 이르게 되었는지 살펴본다. 궁극적으로 보통국가론에 입각한 일본의 개헌 논의가 현상복원이 아니라 현상변경 시도이며 따라서 일본뿐만 아니라 동북아 전체가 안보 과잉에 의한 안보 불안에 시달리게 될 것이라고 예상한다.

The article problematizes a prevailing assumption in international security literature that the lack of security equals insecurity. Instead, this article adopts a postmodern view that international insecurity can also be created by excessive security. This article aims to investigate how Japans continuous attempts at constitutional reform and rearmament can be problematic in terms of regional security in Northeast Asia. Thus, immunological and neurological perceptions of security are introduced to highlight features of contemporary international security in the 21st century that are distinct from the Cold War period. Based on neurological insight, it is argued that Japans rush towards constitutional reform can be perceived as a political undertaking to produce a status change rather than to maintain a status quo. Eventually, it would unnecessarily provoke Japans neighbours in the region by engendering excessive security, which may undermine the stability in Northeast Asia.
