Abstract
본 연구는 상사의 변혁적 리더십에 대한 인식이 부하의 조직몰입에 미치는 영향을 정부조직과 민간기업을 비교하여 분석하는 것을 목적으로 한다. 변혁적 리더십은 리더십의 새로운 패러다임으로, 조직원 개개인의 변화를 이끌어낸다는 것에 중점을 두고 있다. 기존의 조직과 조직 문화를 변화시킴으로써 조직원들의 행태를 근본적으로 변화시킨다는 것이다.
변혁적 리더십이 구성원들의 조직몰입에 긍정적인 영향을 미친다는 것은 이미 많은 선행 연구를 통해서 알려져 있다. 하지만 대부분 변혁적 리더십과 거래적 리더십을 비교한 연구이고 공공기관과 민간기업에서의 차이를 비교한 연구는 부족한 실정이다. 특히 공공기관 중에서도 정부조직과 민간기업의 차이를 비교한 연구는 매우 부족하다. 조직의 집권도나 복잡도, 위계문화는 상사의 리더십에 많은 영향을 받으며 직원의 조직몰입에도 영향을 미치는 요소이므로 조직의 유형에 따라 그 차이가 존재할 것이다. 이를 근거로, 정부조직과 민간기업 모두에서 상사의 변혁적 리더십이 부하의 조직몰입에 긍정적인 영향을 미칠 것이라는 가설을 설정하였고, 더 나아가 정부조직의 관료적 구조와 레드테이프, 그리고 강한 위계문화 때문에 변혁적 리더십에 대한 인식이 조직몰입에 미치는 영향은 정부조직이 민간기업에 비해 약할 것이라고 가정하였다. 이를 위해 한국행정연구원에서 2014년 실시한 「한국의 공사조직 비교에 대한 인식조사」 자료를 활용하였다.
상사의 변혁적 리더십에 대한 인식이 부하의 조직몰입에 미치는 영향을 분석한 결과, 정부조직과 민간기업 모두에서 변혁적 리더십이 조직몰입에 긍정적인 영향을 미치는 것으로 나타났다. 또한 위계적 회귀분석을 통해 조직 유형의 조절효과를 확인한 결과, 변혁적 리더십과 조직몰입 간의 관계에 있어서 조직 유형에 따른 차이가 존재하였으며, 가설과는 달리 정부조직보다 민간기업에서 그 영향이 더 약화되는 것으로 확인되었다.
본 연구는 기존 연구와는 달리 변혁적 리더십과 조직몰입 간의 관계에 있어서 조직 유형에 따른 영향력의 차이를 분석함으로써 기존 연구와의 차별성을 확보하였으며, 특정 지방자치단체가 아닌 중앙부처와 지방자치단체를 모두 아우르면서 해당 이론을 일반화하는 데 기여하였다. 또한 공조직에서의 변혁적 리더십 도입 및 각 조직의 특성에 맞는 적절한 리더십 유형 도입이라는 정책적 시사점을 제시하였다.
이와 같은 이론적·실천적 함의에도 불구하고 본 연구는 몇 가지 한계를 가진다. 특정시점에서의 횡단면적에 국한되어서 상황적 특성에 따른 오염효과를 충분히 배제할 수 없었고, 동일방법편의의 문제도 발생할 수 있다. 또한 조직의 규모와 업종 및 직군, 응답자의 직급에 대한 통제가 이루어지지 않았으며, 상관의 변혁적 리더십을 측정하는 데 있어서 상관의 개념이 명확하지 않았다. 이러한 한계는 향후 연구를 함에 있어서 측정 방법에 대한 보완 및 종단적 자료의 축적을 이용한다면 보완할 수 있을 것이다.
The purpose of this study is to analyze the influence of the managers perception of transformational leadership on employees organizational commitment between public and private organization. Transformational leadership is a new paradigm of leadership that focuses on bringing about changes in each individual organization. By changing existing organizational and organizational culture, it is fundamentally changing the behaviors of organizational members.
It is already known through many previous studies that transformational leadership positively affects the organizational commitment of the members. However, most studies comparing the transformational leadership and transactional leadership and the lack of studies comparing the differences between public organizations and private organizations are lacking. Especially, among the public organizations, there is a lack of research comparing the difference between government organizations and private organizations. The organizational power, complexity, and hierarchical culture are highly influenced by the managers leadership and influence on employee s organizational commitment. So there will be a difference depending on the type of organization. Based on this, we hypothesized that the transformational leadership of supervisors would have a positive effect on the organizational commitment of the employees in both government and private organizations. Furthermore, because of the bureaucratic structure, red tape, and strong hierarchical culture of government organizations, the influence of perception of transformational leadership on organizational commitment is assumed to be weaker for government organizations than for private organizations. In order to do this, this study used the data of A Public and Private Employee Perception Survey in 2014 conducted by the Korea Institute of Public Administration.
The results of this study are as follows: First, in both government and private organizations, transformational leadership has a positive effect on organizational commitment. Also, as a result of the regression analysis of organizational type through hierarchical regression analysis, there is a difference according to organizational type in the relationship between transformational leadership and organizational commitment. And in contrast to the hypothesis, it has been confirmed that the effect of private organizations is weaker than that of government organizations.
This study has differentiated from previous studies by analyzing the difference of influence between transformational leadership and organizational commitment according to organizational type. And it contributed to the generalization of the theory by covering the central ministries and municipalities rather than the specific municipalities. In addition, the introduction of transformational leadership in the public organizations and the introduction of appropriate leadership type according to the characteristics of each organization were suggested.
Despite these theoretical and practical implications, this study has some limitations. It was limited to the cross-sectional area at a specific point in time and the problem of the common method bias may arise.
In addition, there is no control over the size of the organization, the type of industry, the respondents position, and the concept of manager was not clear in measuring transformational leadership. These limitations can be supplemented if supplemental measurement methods and accumulation of longitudinal data are made.
