Determinants of Japanese Aid Allocation to Latin America in the Post Cold-War Era

Abstract

Ever since Japan's rising as a major donor of foreign aid, the motivations underlying the Japanese foreign aid have been the subject of debate. However, much of the previous literature has hypothesized that Japan's aid program seeks to promote Japan's economic interests. After the Cold War ended, under the changed global environment, Japanese government attempted to streamline its aid policy by adopting the ODA Charter in 1992 and revising it in 2003, and pledged to use the aid to promote the universal values of human rights and democracy. This study empirically analyzed major determinants of Japanese aid allocation in twenty four Latin American countries for the period 1980 to 2009 by using GLS regression model in order to assess whether such changes in the post Cold-War era have been reflected in practice. By the analysis, it was found that there has been a major change in Japan's aid policy in Latin America after the Cold War. The empirical results provide strong support for the claim that humanitarian needs have become predominant determinants of Japanese aid allocation in the region, as pledged through the ODA Charters.

일본의 국제원조 선두국으로의 부상 이래 일본의 원조 동기는 논쟁의 중심에 있어 왔으며, 기존의 많은 연구들은 일본은 원조 프로그램을 통해 자국의 경제적 이익 관계를 우선시하는 경제 실익형 ODA 전략을 추구한다는 결론을 내려왔다. 그러나 냉전 종식 후 변화된 국제 정세 속에서 일본 정부는 1992년 政府開発援助大綱 (이하 ODA 대강)의 채택 및 2003년 수정안의 실행을 통해 원조 정책의 합리화를 꾀하는 한편 인권과 민주주의라는 인류 보편적 가치의 촉진을 위해 국제원조를 실행할 것임을 선언하였다. 본 연구는 1980년부터 2009년까지 30년간 일본이 라틴 아메리카 24개국에 공여한 국제원조의 주요 결정요인을 GLS 회귀분석 모델을 통해 실증적으로 분석함으로써, 이러한 탈냉전기 국제 정세의 변화가 실제적으로 일본의 원조 정책의 변화에 반영되었는지 살펴보았다. 분석 결과 1) 일본의 對 라틴 아메리카 국제원조 정책은 냉전의 종식과 함께 크게 변화하였고, 2) 탈냉전기에 들어서면서 일본 정부는 라틴 아메리카 지역 원조 공여의 결정 요인으로서 수혜국의 인도주의적 필요를 가장 우선적으로 고려하여 왔으며, 3) ODA 대강을 통해 공표한 인류 보편적 가치의 추구라는 원칙이 실제적인 원조 정책에 반영되고 있음이 확인 되었다.
