서울대학교 기록관의 역사기록물 관리방안 연구

Abstract

이 글의 목적은 대학기록관이 관리해야 할 역사기록물은 무엇인가에 대해 재정의하고, 구체적으로 서울대학교 기록관의 사례를 통해 역사기록물관리의 전반적인 현황과 그 문제점에 대해서 살펴본 후 그 관리방안을 찾고자 하는 것이다. 대학기록관에서의 역사기록물을 영구보존의 가치를 지니는 행정기록물과 매뉴스크립트 모두를 포괄하는 것으로 재개념화 하고자 하였다. 즉 대학사의 관점에서 대학기록관에서 보존해야 할 중요기록물로서의 역사기록물로 보고자 하였다. 우선 역사기록물의 소장현황에 대해서 파악하였다. 즉 행정기록물 중 아카이브즈의 성격을 가지는 것과 매뉴스크립트로 나눠서 각각의 소장현황을 살펴본 후 그 관리실태를 파악함으로써 문제점을 도출하고자 했다. 분석과정을 통해 기록관에서의 수집은 소극적으로 이루어지고 있으며, 명문화된 수집정책이 없음을 파악하였다. 또한 분류는 행정기록물과 매뉴스크립트가 이원화되서 관리되고 있으며, 이를 어떻게 통합 관리할 것인가의 문제가 대두되었다. 마지막으로 역사기록물의 적극적인 활용방안이 없음을 지적하였다. 본 연구에서는 역사기록물 관리방안에 대해 다음과 같이 제안하였다. 첫째로, 수집정책의 정립을 제안하였는데, 기본적으로 제도적 기반 마련을 우선시하였다. 즉 역사기록물 수집자문위원회 구성과 학내 유관기관과의 협조체제 구축을 기반으로 수집정책안을 제시하였다. 또한 대학기록물 중에서 보존할 가치가 있는 영구기록물 선별기준에 대해 모색하였다. 대학기록물 생산주체인 교수, 학생, 직원 등을 중심으로 기능분석을 통해 생산되는 기록물을 파악함으로써 이를 상시수집 대상으로 파악하였다. 또한 수집범위의 확장을 위해 기획수집에 대해서도 서울대학교 사례를 통해서 제시하였다. 둘째로, 분류는 출처주의와 원질서 존중을 기반으로 하되, 이용자 서비스를 제공하기 위한 주제별, 시기별, 유형별 분류방식을 함께 제시함으로써 이용 증진을 도모하고자 했다. 즉 조직이나 기능으로 분류하기 어려운 기록물의 경우에 주제별, 시기별, 유형별 분류방식을 적용할 수 있음을 사례를 통해서 제시하였다. 이는 역사기록물관리시스템을 기반으로 제공될 수 있을 것이다. 셋째로, 활용은 소장하고 있는 역사기록물을 어떻게 활용할 것인가에 대해 언급하였다. 전시를 기본으로 출판물 간행, 교육프로그램 활성화, SNS의 활용을 통한 이용자 서비스 제공을 제안하였다. 이를 통해 대학기록관이 대학의 정체성을 확립하는 기관으로 자리매김하고, 대학기록물을 관리하는 통합기관으로서의 위상을 정립할 수 있기를 기대한다.

The purpose of this article is to re-define the historical archives which University archives should manage and to find the management practices after examining overall status and problems of historical archives through the case study of Seoul National University Archives. I would like to reconceptualize the historical archives in University archives with inclusion of administrative records and manuscripts having the archival value. In other words, I would like to consider them as historical archives to be preserved in University archives as important records in terms of the history of University. First of all, I identified the collection status of historical archives. In other words, I would like to draw the problems by identifying the status of management after classifying the administrative records into archives and manuscript, and examining the collection status. This analysis showed that collections in archives have been made passive, and no stipulated collection policy was identified. In addition, since the classification was dualized into administrative records and manuscript and managed, the issues to integrate and manage them have emerged. Finally, this study indicated that there was no active measure to utilize the historical archives. In this study, measures to manage the historical records have been proposed as follows: First, the establishment of acquisition policy was proposed and basically the institutional foundation was given the priority. In other words, acquisition policy has been proposed based on composition of historical records acquisition advisory committee and establishment of cooperative system with relevant organizations. In addition, criteria for selection of permanent records with archival value have been sought among University archives. They were considered as targets for constant acquisition by identifying records through functional analysis with focuses of professors, students and staffs that were subjects producing University records. Also planning for acquisition has been presented through case study of Seoul National University in order to extend the range of acquisition. Second, the classification is based on principle of provenance and respect for original order and the use has been promoted by presenting ways of classification by theme, by period and by type to provide the user service. In other words, in case of records in which it is difficult to classify them in terms of organization or function, it has been proposed to apply ways of classification by theme, by period and by type through cases. It can be provided based on historical records management system. Third, utilization has been mentioned through the way how the historical records can be utilized. The user service has been proposed through exhibition as a basic as well as publications, vitalization of education program and utilization of SNS. I expect that University archives have become an organization to establish the identity of University and established the position as an integrated organization to manage University records.
