북한의 당군관계 형성과 김일성지도체제의 맹아 : 6·25전쟁 직전 당군관계를 중심으로

Abstract

북한정치세력은 해방 직후에 인민민주주의혁명론에 입각해 소비에트국가가 아니라 인민공화국 건설을 추진했고, 이 과정에서 친일파와 민족반역자를 제외한 민족 전체의 통일전선을 추구했다. 노동당은 통일전선을 관철하여 인민민주주의국가를 건설하기 위해 군대의 당군화를 추진하지 않고 전체 인민의 군대를 창설하기로 결정하였다. 이를 대신해 노동당은 군관학교·비행사단·신편부대·검찰기관·재판기관에 당단체를 조직함으로써 군대에 대한 당적 통제와 지도를 관철시켰다.6·25전쟁 직전 당군관계는 사회주의국가 건설과정에서 김일성의 지도체제에 결정적 영향을 끼쳤다. 인민군에는 당과 정권기관에 비해 동북항일연군 출신의 정치·군사적 의도가 강하게 반영되었고, 이로 인해 김일성의 영도사상과 혁명전통도 일찍부터 구축되었다. 인민군의 역사적 기원과 정통성은 전체 항일운동이 아니라 김일성의 항일운동과 빨치산부대에 부여되었다. 인민군에서 항일연군 출신들의 우월적 지위와 김일성 중심의 창군이념은 향후 북한의 사회주의 건설과정에서 김일성의 지도체제가 구축될 수 있는 맹아였다.6·25전쟁 직전까지 노동당 내부에는 다양한 정치세력이 공존하고 있었고, 김일성의 영도사상과 혁명전통이 확고히 자리잡지 못했다. 이와 달리 인민군에서는 김일성의 영도사상과 혁명전통이 공식적이며 유일한 지위를 차지하고 있었다. 조선로동당은 인민군에 구축된 김일성의 영도사상과 혁명전통을 당과 정권기관에 관철하는 방식으로 김일성지도체제를 구축하였다. 결국 조선로동당이 선군정치를 추구한 것은 인민군이 수령의 영도사상과 혁명전통의 기원과 원천이었기 때문이다.

The North Korean political forces designed not just the Soviet state but the Peoples Democracy after liberation, and pursued the unification front of all classes for this purpose. The North Korean Workers Party(NKWP) created the entire peoples army without pursuing the partys army to carry out the unified front. Instead, NKWP organized its party in the military school and the new unit, which led to the partys control and guidance. Before the Korean War, North Koreas Party-Military Relations with the ruling party had a decisive influence on Kim Il-Sungs leadership system during the socialist construction process. In the Korean Peoples Army(KPA), the spiritual ideology of Kim Il-Sung was established earlier than the party and government agencies. The historical origin and legitimacy of the KPA was given to Kim Il-Sungs anti-Japanese movement, not the entire anti-Japanese movement. The founding Kim Il-Sungs leader ideology centered on Kim Il-Sungs monolithic leadership system in the course of North Koreas socialist construction. Until the Korean War, Kim Il-Sungs leader ideology was not firmly established in the Korean Workers Party(KWP). On the other hand, in the KPA, Kim Il-Sungs leader ideology was the official and unique position. The KWP established a monolithic leadership in which Kim Il-Sungs leader ideology established in the KPA was passed on to the party and government agencies. Eventually, North Korea pursued Military-First Politics because the KPA was the source of Kim Il-Sungs leader ideology and revolutionary tradition.
