일본인 식민자 사회가 바라본 3.1운동: 재조일본인의 조선소요(朝鮮騷擾) 인식

Abstract

This article examines how Japanese settlers reacted to and perceived the March First Movement. To consider Japanese settlers perception towards the March First Movement, the paper analyzes the initial reaction and the fixed perception after time lapse. This study also focuses on Japanese settlers consciousness which had been cultivated and shared in the Japanese community. Just after the March First Movement, most Japanese settlers looked down on and ridiculed the independence movement. They believed that Korean rioters misunderstood the national self-determination principle due to their ignorance about international affairs. Regarding the causes of the incident, they did not consider the cruel military government rule in the 1910s and Japanese settlers discriminatory behavior. For the perception towards the March First Movement, a difference between Japanese in homeland and settlers in colonial Korea is recognized. Contrary to Japanese in homeland, Japanese settlers consciousness had been formed by encountering and contacting with the colonized. Therefore, Japanese settlers perception on Koreans was exclusive and closed towards Korean society. On the basis of this chauvinism, Japanese settlers insisted on imposing strong measures against Koreans after the March First Movement.

이 글에서는 일제강점기를 전후하여 한반도에 형성된 일본인 식민자 사회, 이른바 '재조일본인' 사회 가 3.1운동을 어떻게 인식했는지 고찰했다. 먼저 3.1운동을 발생 초기와 진정 국면 후 '문화통치' 시기 로 구분하고 재조일본인 사회의 인식이 어떻게 변화했는지 살펴보았다. 이와 함께 재조일본인 사회에 공유된 의식 체계를 '식민자 의식'으로 정의하고 그 성격을 다루었다. 3.1운동 발생 초기 재조일본인 사회는 일부의 '폭도'가 일으킨 '만세소동'으로 폄하하면서 조소 어린 시선으로 운동을 바라보았다. 국제 정세에 무지한 조선인들이 이상에 불과한 민족자결주의를 맹신한 탓에 일어난 해프닝으로 보는 시각이 다수였다. 사건의 원인에 대해서도 '무단통치' 시기에 행해진 억압 정책과 조선인에 대한 일본인들의 악행을 원인으로 인식하기보다는 외부 배후설을 제기하는 자가 대부분이었다. 하지만 시간의 경과에 따라 '문화정치'로의 전환이라는 뜻밖의 정치적 수확을 경험하면서 일본인 사회에도 인식의 변화가 나타났다. '무단정치' 시기에 행해진 억압적인 통치와 조선인에 대한 일본인의 횡포를 일부분 인정하면서 자성을 촉구하는 의견이 등장하기도 했다. 하지만 이러한 인식들이 반드시 조선인 사회에 대한 일본인들의 근본적인 인식 변화를 의미하는 것은 아니었다. 3.1운동에 대한 일본인들의 인식과 관련해서는 '내지'의 일본인과 재조일본인 사이에 인식 차이가 존재했다. 재조일본인의 '식민자의식'은 조선인들에 대한 타자 의식을 기초로 형성된 것으로 '내지'의 일본인과는 다른 방향으로 전개되었다. 이렇게 형성된 재조일본인들의 '식민자의식'은 그 태생 부터 외부 사회 즉 조선인 사회에 대해 폐쇄적이고 배타적인 성격을 지니게 되었다. 이러한 배타적인 인식을 바탕으로 재조일본인들은 3.1운동 후의 식민지 통치와 관련하여 조선인 사회에 대한 강경책을 주장했던 것이다.
