서울시 중구 인쇄산업지역의 도시조직 분석을 통한 도시 변화양상과 특성에 관한 연구

Abstract

도시는 오랜 시간에 걸쳐 사용하는 사람들에 의해 진화한다. 서울시 중구의 도심부에 위치한 인쇄골목은 전국 최대의 인쇄업 밀집지역이면서 과거의 도시조직을 현재까지 유지해오고 있는 지역 중 하나이다. 1900년대 초반 시작된 인쇄업은 을지로 전역에 넓게 분포해 있었고 영화관과 극장이 위치함에 따라 포스터나 전단지를 찍어내는 기능을 하며 성장해 왔으며 1954년 장교동 재개발로 인해 밀려난 인쇄업체들이 현재의 위치로 모여들게 되었고 좁은 필지에 소규모 업체들이 빼곡하게 들어서 지금의 집적구조 이루게 되었다. 용도지역제와 함께 대형인쇄업체는 도시 외곽지역의 공업지역, 준 공업지역으로 이전하게 되었지만 소규모의 영세 산업체들은 도심부에 남아 생산기능을 유지하고 있다. 도심부의 산업구조가 변화함에 따라 극장, 광고업체, 금융기관, 행정기관들의 업무를 서비스하며 도심부의 핵심적인 인프라스트럭처로 자리 잡게 되었다. 도시는 관주도의 재정비에 의해 단시간에 재정의 되기도 한다. 세운상가군과 세운상과 주변지역을 대상으로 하는 세운상가 재개발은 70년대 처음 논의되기 시작했고 이후 30년 이상 이렇다 할 사업이 진행되지 않고 도시는 노후, 낙후되었다. 때문에 현재까지 과거로부터 전해 내려오는 물리적 환경을 유지해 오고 있다. 2009년 수립된세운재정비촉진지구는 낙후된 세운상가 와 주변 지역의 도심기능 회복을 꾀했다. 그 이후 도심개발·정비 사업에 대한 패러다임 변화, 문화재청 문화재 심의에 따라 달라진 여건을 반영하여 `13.7 변경 안이 발표되었다. 본 연구에서 대상으로 하는 중구 인쇄산업지역의 대부분은 세운재정비촉진지구로 지정되어 있고 소규모 개발이 계획되어 있다. 소규모 개발계획은 도시 기반이 비교적 양호하며 산업 활동이 활발히 일어 난 곳에 지정되어 전면철거를 지양하고 소규모의 점진적인 개발을 계획하는 것이다. 도시 재정비는 삶을 영위하는 물리적 환경을 건드는 것이므로 기존 거주자들의 생업과 밀접한 관련을 가지고 있기 때문에 무엇보다 신중해야 하며 면밀한 조사가 이루어 져야 한다. 본 연구에서는 각기 다른 물리적 변화양상을 가지고 있는 두 지역을 구분하여 도시조직을 비교함으로써 도시의 물리적 변화가 산업 생태와 상권에 어떠한 영향을 주고받는지에 관해 알아본다. 그에 대한 연구를 통해 새롭게 재정비될 지역을 대상으로 한 계획의 올바른 방향성을 도출하고자 한다. 앞으로 인쇄골목에 진행될 도시재정비는 오랜 시간 동안 만들어진 도시조직을 단시간에 새롭게 정의하는 것이다. 과거의 도시조직의 생선 과정과 산업 환경의 관계를 충분히 분석하고 이해해야만 재정비 과정에서 벌어질 불가피한 산업생태계의 파괴를 최소화 할 수 있다. 본 연구는 변화의 바람에 직면해 있는 중구의 인쇄 집적 지역의 도시조직의 요소인 가로, 필지, 건물, 용도를 분석하여 현재의 산업체계를 형성하게 된 기반이 무엇인지 알아보고 올바른 재정비의 방향을 제안해본다.

The printing district in Jung-gu, Seoul, has been clustered and grew in the city center due to industrial, geographical, and institutional factors. Most areas are designated as redevelopment zones, which has not been redeveloped for a long time and made them vulnerable to users safety. In 2013, the name of the redevelopment zones were changed into Sewoon Redevelopment Promotion Area and some policies have changed due to the shifting paradigm from redevelopment to re-generation. As it was judged that the Infrastructure in the printing industry was better and the industry was active than other areas, the printing industry area was designated as a small scale redevelopment sector. This study aims to derive physical elements that sustain the industrial system through analyzing urban tissues. Also, to suggest the direction of stepwise redevelopment plan that preserves the industrial ecosystem. In order to investigate the changing process and status of urban tissues, the paths, plots, buildings, and programs. A couple of contrasting areas were chosen to analyze. Zone A and Zone B, having contrasting urban tissues and industrial environments, have been divided and compared each other. And by focusing on Zone A, where urban tissue was reorganized twice before, the patterns and characteristics of the changes after redevelopment can be expected. As a result of analysis, the natural alleys turned out to allow a large number of small businesses to meet the street directly from the ground floor and they needs to be reflected architecturally inside the building. Positioning the printing companies at the lower floor allows them to maintain the clustered structure, and the externalization of passageways help them to expand the scope of cooperation. The street should be designed as multi-layered environment, since it is the core part of the process that interacts with the entire industry. The redevelopment plan does not take place in a short time. It should be implemented step-by-step to minimize conflict between old and new urban tissues. This study can be differentiated in analyzing the industrial area focusing on the composition of the urban tissues, and is meaningful in investigating the direction of redevelopment by studying the relationship between industrial ecosystem and urban tissues.
