금융투자 교육의 활성화를 위한 연구

Abstract

우리나라에서도 다른 나라와 같이 금융소비자를 위한 금융교육을 널리 실시하고 있으나 기관별로 산발적으로 실시하여 그 효과가 미미하다. 금융교육은 이제 지식을 중심으로 한 이해력 교육에서 금융행위를 할 수 있는 능력개발을 목표로 하여야 한다. 일부 학자들이 금융 이해력 교육을 반대하고 있으나 금융교육이 학교에서 이루어지지 않는 우리나라는 지식이 없어 금융자문조차 받을 수 없을 정도로 금융 문맹에 가깝다. 따라서 이러한 교육을 정부기관들과 민간기관이 연계하여 체계적으로 실시하고 학교 졸업 이후에도 평생교육으로 해야 할 것이다. 노령화, 경기 불안, 금융상품의 개발 등으로 금융교육은 계속 진행되어야 한다. 금융교육에 대한 평가가 이루어지지 않은 채 시간과 노력, 비용이 소모되고 있으므로 이에 대한 평가가 주기적으로 이루어져야 하고 나아가서 금융투자능력지수(FICI)가 개발되어야 한다. 금융소비자 보호를 위한 예방 수단으로서 금융교육은 국민전체의 금융복리를 증진하는 수단으로서, 사회 안전망으로서 역할을 다해야 한다.

Korea, like other countries, has a number of financial-literacy education programs for financial consumers, although the effectiveness of those is rather limited due to the fact that they are administered separately by many different organizations. Financial consumer education, now, should focus more on developing the financial capabilities of investors than on promoting the understanding of the financial literacy. Although some scholars are against financial education, Korea, where financial education is not offered in schools, seriously lack the knowledge necessary even for simple consultations on finance. This is the reason why financial consumer education should be a lifelong process continuing even after graduation from schools and involving the participation from the government and private agencies. Since time, effort, and cost is wasted without a proper evaluation on the financial education in Korea, regular assessments are necessary as well as the development of FICI. Financial education, as a financial consumer protection tool, should fulfill its purpose of increasing the overall financial welfare of Korean citizens and working as a social security net.
