김정은 위원장 집권 이후 군부 위상 변화 연구

Abstract

김정은 위원장은 김정일 국방위원장 사망 후 당·정·군 직책 중에서 군사기구인 최고사령관 직위에 최우선으로 추대되었다. 자연적 후계구도의 승계 와중에 혼란 차단을 위하여 군 직책부터 신속히 이어받은 것이었다. 그러나 20대 지도자로서 과연 70, 80대의 원로 지휘관들을 장악할 수 있는가에 대한 의구심은 국제사회가 관심과 걱정으로 바라본 과정이었다. 이러한 우려에도 불구하고 김정은 위원장은 군에 대한 당 권위의 복원으로 방향을 잡고 장, 단기적으로 군을 통제하여 나갔다. 그 첫 단계로 우선 리영호 총참모장을 제거하여 무장력을 지휘하는 총참모부에 대한 통제력을 확립하였고, 이어 외형상 군 대표인 인민무력상을 거의 1년 단위로 교체해 가면서 지배력을 확고히 하였다. 마침내 2017년 말부터는 국가보위성과 총정치국에 대한 검열을 실시하였고, 호위사령부까지 정리함으로써 군부에 대한 장악을 완성하였으며 로동당에 의해 국정이 운영되는 사회주의 당중심 체제를 공고히 하였다. 이러한 바탕 위에 김정은 위원장은 2018년 북-미, 남-북 관계 개선에 나섰으며, 북한군부는 비핵화와 군사적 긴장완화 조치라는 기득권적 잇권의 침해에 대하여 반기를 드는 현상 없이 김정은 위원장의 통치 체제에 순응하고 있다. 즉 북한 정규군 지휘관들은 핵·미사일을 담당하고 있는 전략군에 비해 중요성이 감소되면서도 현재까지 김정은 위원장에게 충성을 맹약하고 있고, 여타의 반대 행동을 보이지 않고 있다. 따라서 앞으로도 북한군은 다시금 북-미 간 긴장이 고조되는 분위기 속에서 군 본연의 교육과 훈련에 충실할 것이며, 대북제재 여파로 악화되고 있는 경제난을 타개하기 위하여 계속해서 국가시설 공사 등에 동원될 것으로 전망된다.

He finally carried out inspections of the Nation Security Department and the General Political Bureau, even the Guards Command from the end of 2017. Finally he can consolidate the socialist Party-centered system in which state affairs were run by the Korean Worker's Party. Now, North Korea's military appears to have complied with Kim Jong-Un's rule, and its regular military commanders have shown a commitment to Kim Jong-Un's loyalty to him, despite his reduced importance compared to the Strategic Forces in charge of nuclear weapons and missiles. Accordingly, no matter where the North Korea-U.S. relations improvement and tension-reducing measures between the South and the North, which Kim Jong-Un has been pushing for since 2018, the North Korean military is expected to comply with Kim Jong-Un's decision and orders. Therefore, it is expected that the North Korean military will remain faithful to the military's original education training and will continue to be mobilized for the construction of national facilities to cope with the worsening economic difficulties in the wake of the North Korean Sanctions.
