군 복무가 대졸 청년층 취업에 미치는 영향

Abstract

본 연구는 한국의 군 복무 제도가 청년층 대졸자들의 취업에 어떠한 영향을 주는가에 대한 분석을 진행하였다. 대졸자직업이동경로조사(GOMS)의 가장 최근 5개년도 데이터를 사용하여 한국 대졸자 남성 청년들을 대상으로 분석을 시행하였다. 현역 병역 의무 이행 여부에 따라 대학 졸업 이후 노동시장 참여에 차이가 존재하는가에 대한 실증분석 결과를 도출하였다. 선행연구에서 사용한 로짓 모형에서 발생하는 내생성, 선택 편의 문제를 해결하기 위해 성향점수매칭(PSM) 방법을 사용하여 분석을 진행하였다. 분석 결과, 로짓 모형에서는 유의한 양의 효과로 나타났던 군 복무가 선택 편의 문제를 다소 해결한 성향점수매칭 방법에서는 유의하지 않은 것으로 나타났다. 또한, 병역 의무 이행이 청년층의 근로소득 및 대학 졸업 학점에 양의 효과를 주며 생산성에 긍정적인 영향을 주는 것을 알 수 있었다. 하지만 통계적 유의성은 떨어지는 것으로 나타났다. 이러한 결과는 청년 실업이 노동시장의 심각한 문제가 되고 있는 한국 사회에 중요한 정책적인 함의를 제시할 수 있다.

This study reports how compulsory military service in Korea affects Employment among young university graduates. By using latest 5 years surveys of GOMS, this paper examines empirical analysis to Korea young men who graduated college. This study shows difference in employment after university graduation depending on whether men had served in military service. To solve selection bias and endogeneity problems in key papers, propensity score matching method is newly used in this paper. According to empirical results, in logit model, compulsory military service has positive effect on employment among young college graduates with statistical difference. However, after controlling selection bias and endogeneity problems, empirical results with PSM method shows no statistical impact in military service and the size of positive effect becomes much smaller. Also, military service positively affects earned income and average graduate grade, but statistical difference is not clear. Empirical results from this paper implies important policy to serious unemployment problems in Korea.
