dc.description.abstract본 논문은 최저임금 인상과 관련된 언론사의 사설을 분석하여 언론의 시각을 살펴보고, 언론보도가 여론에 미치는 영향을 연구하였다. 2017년 1월 1일부터 2019년 9월 30일까지 보도된 전국 7대 일간지의 사설 265건을 대상으로 최저임금 인상에 대한 언론의 논조와 프레임을 찾아내었으며, 언론의 논조가 여론과 어떤 관계에 있는지, 그리고 언론보도 프레임이 여론과 어떤 관계가 있는지를 탐구하였다.
최저임금 인상에 대한 언론의 논조는 전체적으로 부정적 논조가 강하였다. 언론사의 이념적 성향에 따라 논조는 유의미한 차이를 보였으며, 시기에 따라서는 논조의 차이가 통계적으로 유의미하지 않았다.
최저임금 인상에 대한 사설을 귀납적으로 분석한 결과, 경제활성화 프레임, 갈등과 화해 프레임, 공약정책 프레임, 속도조절 프레임, 자영업자 몰락 프레임 등 다섯 개의 언론보도 프레임이 도출되었다. 이 중 자영업자 몰락 프레임이 가장 많이 등장하였으며, 경제활성화 프레임, 갈등과 화해 프레임, 속도조절 프레임, 자영업자 몰락 프레임은 언론사별로 유의미한 차이를 보였다. 시기에 따라서는 경제활성화 프레임과 갈등과 화해 프레임, 공약정책 프레임이 유의미한 차이를 나타냈다.
최저임금 인상에 대해 언론의 논조와 여론의 상관관계를 분석한 결과, 논조와 여론은 유의미한 차이가 나타나지 않았다. 언론보도 프레임과 여론의 상관관계를 분석한 결과, 2주일의 시간적 차이 분석 모형에 따르면 갈등과 화해 프레임과 여론 간, 속도조절 프레임과 여론 간에 유의미한 상관관계가 나타났다. 이는 갈등과 화해 프레임과 속도조절 프레임의 등장빈도에 따라 여론이 변화한다는 것을 보여준다. 갈등과 화해 프레임은 여론과 정적 상관관계를 보였는데, 언론이 갈등과 화해 프레임을 많이 보도할수록 최저임금 인상에 대한 여론의 찬성률은 높아짐을 의미한다. 이에 비해 속도조절 프레임은 여론과 부적 상관관계를 나타내고 있는데, 언론이 속도조절 프레임을 자주 사용할수록 여론은 최저임금 인상을 반대하는 입장으로 변화한다는 것이다.
본 연구의 정책적 함의는 최저임금 인상에 대하여 언론의 논조와 프레임을 탐색하는 것에 그치지 않고, 더 나아가 언론보도가 여론 변화에 영향력을 미치는가에 대해서 분석하였다는 점이다. 언론이 어떻게 여론을 변화시키는가에 대해서 단순한 찬반 형식의 논조보다는 언론의 프레임이 더 효과적이라고 밝힌 점에 의의가 있다.

dc.description.abstractThis paper analyzed the editorials of media companies related to the minimum wage increase to examine the view of the press and studied the impact of media reports on public opinion. Out of 265 editorials of the nation's seven major dailies, reported from Jan. 1, 2017 to Sept. 30, 2019, I identified the media's tone and frame for the minimum wage increase, and explored how the media's tone had to do with public opinion and how the media's reporting frame had to do with public opinion.
The media's overall stance on the minimum wage increase was negative. Depending on the ideological orientation of the press, the tone showed significant differences, and the differences in the tone were not statistically significant, depending on the timing.
The inductive analysis of the editorials on the minimum wage increase resulted in five media reporting frames: economic revitalization frame, conflict and reconciliation frame, pledged policy frame, speed control frame and the downfall of the self-employed frame. Among these, the downfall of the self-employed frame appeared the most, and the economic revitalization frame, conflict and reconciliation frame, speed control frame, and the downfall of the self-employed frame also showed significant differences among media companies. According to the timing, economic revitalization frame and the pledged policy frame showed a significant difference.
An analysis of the correlation between the media's tone and changes in public opinion on the minimum wage increase showed no significant difference between the two. An analysis of the correlation between medias reporting frames and the change in public opinion shows that the two frames, conflict and reconciliation frame and speed control frame, revealed a significant correlation effect in two-week time gap analysis model, which testifies that the two frames influence the change in public opinion. Conflict and reconciliation frame has a positive correlation with changes in public opinion, which means that the more the media reports on the conflict and reconciliation frame, the higher the public approval rate for the minimum wage increase. In comparison, speed control frame reveals a negative correlation, which means that the more frequently the media uses speed control frame, the more public opinion shifts to opposing the minimum wage increase.
The policy implications of this study are not just to investigate the media's tone and frame of the minimum wage increase, but further to analyze whether media reports influence public opinion changes. As to how the press changes public opinion, this study meaningfully clarified that the frame, as a reconstruction of reality with story structure, is more effective than a simple pros and cons argument.
