Abstract
In the early days of Gungnae Capital-period, Goguryeo had a royal palace without royal castle. he place that played the role of the center for Goguryeo at that time is now called the Castle Gungnae area. The first royal castle in Gungnae Capital-period is Hwando, the walled mountain fortress. However, Hwando did not block Guan qiujians invasion effectively. Furthermore, its geographical conditions made it hard to utilize human and material resources efficiently. As a result, the royal castle-in flatland was built near the royal palace area, which later became the Castle Pyongyang or the Castle Gungnae. At that time, the defense-department forces were organized inside the royal castle. Because of the ongoing sense of crisis, they needed to show cooperative attitude towards the royal authority. By the way, as the primary ruling classes lived in the limited space of the royal castle, kings of Goguryeo could control them more easily. This strengthened the royal power. It led to the intensive enlargement and repair of the royal palace after the late 3rd century.
