Abstract
This study reveals that the faction arrangement worked on personnel administration of the local officials of the King Kojongs period through the north-east areas local officials, which shows the faction politics and policies.
King declared direct rule and tried to eliminate the political group that were the base of Daewongun, which explicitly excluded the political group that Daewongun exerciesd in consideration of the faction.
However, the faction politics of King has hardly been discussed so far. So why has this policy not been noticed so far, and What kind of faction politics played and what was the specifics?
Until now, researchers have figured out the period of King Kojong in the framework of the Sedo politics, and understood that the influence of the faction was weakened. In addition, there were not many data showing specific cases of personnel administration in consideration of factions.
However, the north-east areas register of officials to be examined in this study specifies local officialss faction and families of origin in relation to local officials.
It is presumed that the register of officials were made by the government, it is difficult to preserve which has recorded the officials faction and their families records. At that time, the fact that the family members and the factions were important indicators of the appointment were all recognized, but it should never have been officially revealed. Therefore, this study will focus on such records and discuss the faction politics in the appointment of local officials in north-east area.
First of all, this study focused on the analysis of the register of officials, and then reviewed the data such as the mu-bo(武譜), and the um-an(蔭案) in relation to the history of local officials to identify the complex background surrounding local officials employees. It is presumed that there was a complicated policies in the appointment of office, but this is not revealed in the officially.
In the register of officials which was not noted in the previous studies showed that there was a faction appointment in the office in the 19th century. Therefore, this register of official is an important source to understand of faction politics and policies of King.
The study could be a new starting point for discussing political history and political culture in the late 19th century by capturing the faction politics which was revealed through the case of the register of official.
