- Abstract
- This article examines the Korean Governments idea of using Property Claims against Japan(대일청구권) and negotiation between Korea and Japan in 1965-66. This is a relatively unattentive topic among many studies on Normalization talks between Korea and Japan(한일회담).
In Chapter 1, article examines the government"s decision on how to use Property Claims. In Chapter 2, reviews how the government negotiated with Japan to confirm the implementation plan(실시계획) for the first year. Eventually, the total amount and contents of the implementation plan were revised during the negotiation. The intense negotiations between the two countries over the initiative of the implementation plan show that this issue did not end with the conclusion of the 1965 treaty between Korea and Japan(한일협정). The harsh political compromises between the two countries, which neglected Property Claims historicity and agreed only to the sums, inevitably resulted in repeated conflict and confrontation between the two countries, even after the 1965 treaty. This process was an extension of the Normalization talks. It is also a subject that needs further analysis in the future in that it shows how Property Claims were actually used.
