Abstract
This article focuses on King Sukjongs formal visit to Gaeseong 開城 in 1693 in which he made a royal statement(yusi 諭示) and honored the civil service examination with his presence. Earlier in the early 1690s, the king, to prepare for the possible consequences of the Dzungar-Qing wars, ordered to fortify Gaeseong, one of the most prosperous commercial hubs in Joseon, into a garrison city, imposing military duties on the residents. The decision had invited widespread complaints from the Gaeseong residents, many of whom were merchants. King Sukjongs royal visit to the city was intended to address the residents grievances. In Gaeseong, he, attentively listening to the various voices of the inhabitants, granted not only a tax reduction but also preferential treatment for the Gaeseong residents to pass the civil service examination as many as possible. Kings positive actions resulted in increased trust and loyalty of the Gaeseong inhabitants, securing the last bastion for the defense of the capital.
