1975년 이후 베트남과 북한의 외교 관계

Abstract

본 연구는 1975년부터 2019년까지 총 45년동안 베트남과 북한의 외교 관계를 연구하고자 하는데 베트남과 북한의 외교 관계를 고찰하기 위해서 국제관계 이론에 의한 역사적인 방법을 사용하고 1차 자료, 2차 자료들을 이용하여 양국 외교 관계를 분석하였다. 본 논문이 연구하고자 하는 시간의 틀은 1975년부터 2019년까지이며 이 시간동안 어떤 국제 배경에서 양국관계가 전개되었는지 살펴보았다. 북한과 베트남 관계의 성격, 양국 간 존재하는 이해 관계들을 총괄하여 평가하기 위해서 본 연구는 양국 관계 간 일어난 사건들을 다섯가지 특정 시기로 구분하여 살펴보았다. 필자는 첫번째 시기는 1975년 ~1978년- 혈맹에서 전통적인 관계 유지 수준으로 전락, 두번째 시기는 1979년~1993년- ii 실제적 관계 악화, 도이머이로 인한 정치적 경계, 경제 교역량 증가, 세번째 시기는 1994년~1999년- 지속적 불편한 관계, 네번째 시기는 2000년~2011년- 안정적 관계 회복, 적극적 우호협력관계 재개, 그리고 마지막으로 2012년~현재- 이데올로기에 근거한 연대의식으로부터 탈출하여 실용주의 노선으로으로 각각 칭하였다. 각 시기에 양국 상호 방문 역사 기록, 여러 측면에 대한 협력을 서술함과 동시에 내부적 요인과 중국, 소련, 미국, 한국 등과 같은 다양한 외부적 변수들을 제시하여 양국의 이해관계를 반영하였다.

This study set four research objectives. Firstly, analyzing the policies of Vietnam and North Korea toward communist countries to know the diplomatic attitudes of the two countries. The second purpose of this study is to examine the interactions between North Korea and Vietnam from the post-World War II to present the characteristics of Vietnam-North Korea relation. Another goal was to explain the factors that caused changes in Vietnam-North Korea relations at each time. Lastly, evaluating the role that North Korea and Vietnam are seeing each other which is considered the prospects in relation of the two countries. In order to achieve these objectives, historical methods, primary and secondary sources were used to analyze international relations theory or linking theory. This paper 110 looked into internal factors and external factors which affect relation between the two countries. In this study, facts that occurred between the two countries were classified into five specific periods. The first period was 1975~1978. I called it 'falling from blood allies to the level of maintaining traditional relationships', and the second period was 1979~1993 - Deteriorating real relationships, political vigilance due to Doi Moi, increased economic trade', the third period was 1994~1999 - Continuous uncomfortable relations, the fourth period was 2000~2011 - Stable relationship recovery, active cooperation and finally 2012 ~ Present: defined as Escape from solidarity based on ideology to a pragmatic route'.
