산주의 산림탄소상쇄사업 참여 조건

Abstract

우리나라 산림이 전체 국토의 67%를 차지하는 것을 고려하면 산림탄소상쇄사업에서 사유림 산주의 참여가 중요하다. 본 연구는 산림탄소상쇄사업으로 생산하는 산림탄소배출상쇄권의 단위당 생산비용 결정요인 분석, 수용의사금액(willingness to accept, WTA) 도출, 산림탄소상쇄사업에 참여 가능성이 높아지는 특성을 규명하였다. 연구 결과 수종과 사업면적이 단위당 생산비용에 영향을 미치는 요인으로 도출되었고 활엽수의 비율이 높은 사업일수록, 사업면적이 넓을수록 단위당 생산비용이 낮아지는 결과가 나타났다. 산주의 WTA를 조사한 결과 사업 기간에 따라 17,039∼23,070원/tCO2으로 나타났으며 더 높은 WTA를 제시할 때 산주의 참여 가능성이 더 높아지는 것으로 나타났다. 1원/tCO2의 수용의사금액을 더 제시받은 산주일수록, 산림의 경제적 가치보다 공익적 가치를 선호하는 산주일수록, 교육 수준이 낮은 집단보다 높은 집단의 산주가 사업에 참여할 가능성이 증가하는 것으로 나타났다. 산림탄소상쇄사업 단위당 생산비용에 대해 임령과 지위지수가 통계적으로 유의미하지 않게 나타났으며, 산림탄소상쇄사업의 참여 의사에 대해 사업에 대한 노력, 소유 면적, 부재 산주 여부, 연령, 성별, 가계 소득, 수종, 생태자연도, 임령, 도로 접근성이 통계적으로 유의미하지 않게 나타났다. 연구 결과에 따라, 사유림의 산림탄소상쇄사업 참여 및 공급 확대 방안을 제시하면 다음과 같다. 첫째, 산주가 산림탄소배출상쇄권을 생산함으로써 감당해야할 기회비용에 대한 정책적 지원이 필요하다. 둘째, 공익가치 인식 제고를 위한 지원이 필요하다. 셋째, 교육 수준이 높은 산주를 우선적인 정책 대상으로 고려해 볼 수 있을 것이다. 본 연구를 통해 도출된 결과는 실질적 데이터를 이용하여 산림탄소상쇄사업에 대한 산주들의 참여 가능성에 관한 기초 연구를 수행한 것으로 기존에 없었던 연구로서 의의가 있다.

Considering that forests account for 67% of the territory in Korea, private forest owners' participation in carbon offset projects is crucial. This study identifies the factors to lower the production cost of forest carbon offset per unit. It derives the willingness to accept(WTA) of private forest owners participating in forest carbon offset projects. And It identifies characteristics with high participation potential. The study finds that species of trees and the size of a project area affect the issue cost. It also finds the higher the proportion of broadleaf tree is and the wider the size of the project area is, the lower the issue cost is. Meanwhile, the WTA of the private forest owner ranges from 17,039 to 23,070 KRW/tCO2 depending on the duration of the projects. The higher the value for WTA is, the more they are willing to participate in the project. The probability of participation in the projects increases according to the 1 KRW/tCO2 amount of WTA, the preference for the public value of the forest, the high education level. Therefore, the following findings are proposed to expand the participation and supply of the offset carbon offset projects in the private forests. First, policy-based support is required for the opportunity borne by the private forest owners providing the forest carbon offset credits. Second, support for promoting the public interest and awareness of the forests is necessary. Third, the policy should target the private forest owners with high education level first.
