한국 의류 봉제산업의 공진화 : Co-evolution of Korean clothing sewing industry

dc.description.abstract초 록

본 연구는 봉제 산업을 거시적인 관점에서 살펴보기 위해, 봉제산업의 규모와의 관련성이 있을 것으로 기대되는 거시적인 변수로 정책요인과 과업요인과의 관련성을 정량적으로 확인하고자 하였다. 또한 패션 브랜드, 봉제기업, 프로모션 실무자를 대상으로 심층면접을 실시하여 봉제 기업이 보유하고 있는 거래 자원을 파악하고 봉제 기업의 진화 과정을 공진화 관점으로 분석하였다. 연구 결과를 통해 의류 봉제산업에 대한 이해를 높이고 봉제산업과 관련 의류산업 발전 방향을 제시하고자 하였다.
연구문제1에서는 봉제산업의 규모와 주요 거시적인 변수들 과의 관련성을 규명하고자 하였다. 봉제산업의 규모를 구분하기 위하여 전체 봉제산업과 마이크로 사이즈 봉제산업으로 나누었다. 정책 요인으로서 최저임금을, 과업 요인으로는 의류 도매산업의 매출과 패션 브랜드 상장 기업의 영업이익을 사용하였다. 그랜저 인과관계 분석결과 최저임금은 전체 봉제산업과 마이크로 사이즈 봉제산업에 영향을 1년의 시차를 두고 부적인 영향을 미치는 선행변수로 확인되었다. 과업 요인으로 의류 도매산업은 마이크로 사이즈 기업 수와 마이크로 고용자 수는 2년 시차를 두고 도매 산업 매출에 정적인 영향을 미치는 것으로 나타났다.
심층 인터뷰를 통해 봉제산업에 영향을 미치는 환경요인에 대한 봉제 기업 종사자들의 의견을 수집하여 분석하였다. 최저 임금제도 외에도 다양한 정책요인, 기술요인이 영향을 미치는 것으로 나타났다. 제도적 요인의 경우 최저임금제도 외에도 하도급 법, 주 5일 근무제도가 있는 것으로 나타났다. 하도급법의 경우 거래의 공식화를 통해 봉제기업의 권리를 보호받을 수 있었지만, 업무속도는 저하되는 부정적인 면도 있는 것으로 나타났다. 기술적 요인의 경우 커뮤니케이션 기술과 데이터의 디지털화가 봉제산업에 영향을 미치고 있는 것을 밝혔다.
연구문제 2에서는 봉제산업에서 나타나는 전반적인 거래자원을 관찰하고 봉제 기업의 거래 기업과의 협력 과정에서 변형되는 자원을 중심으로 봉제 산업의 진화를 살펴보고자 하였다. 봉제기업의 주요 거래 자원은 크게 물리적 자원, 인적자원, 조직자원이 있는 것으로 나타났다. 물리적 자원의 경우 공장의 위치 및 기기 설비가 주요 자원인 것으로 나타났다.
인적 자원은 최고 경영자와 숙련공이 있는 것으로 나타났다. 봉제산업은 최고 경영자가 다방면에서 주요한 역할을 하고 있었으며, 숙련공은 제품의 품질과 기업의 기술력을 결정하는 주요인임을 밝혔다. 마지막으로 조직 자원은 작업지시서 이행 정도에 따라 결정되는 생산품질과 납기일을 지키기 위한 위험관리 능력, 제품 생산 시간을 단축할 수 있는 반응생산 능력이 패션 브랜드와의 거래관계에서 나타나는 주요 조직 자원임을 밝혔다.
본 연구에서 봉제산업의 변화과정을 살펴보기 위하여 봉제기업의 진화 과정을 공진화 양상으로 살펴보고자 하였다. 그 결과, 국내 봉제산업은 크게 대량 생산체제를 갖춘 봉제기업과 소량 생산 체제를 갖춘 봉제기업들 중심으로 성장하고 있는 것으로 나타났다. 대량 생산 봉제기업의 경우 생산 수량 및 단가, 가격을 고려한 제품 품질, 반응 생산에 적합한 방향으로 기업이 진화하고 있었다. 소량생산 봉제기업의 경우 고난이도 제품 생산과, 높은 제품 품질, 빠른 재생산에 적합한 형태로 기업이 진화하고 있었다. 대량생산 봉제기업의 경우 해외 생산에 특화된 형태로 인적 자원과 조직 자원이 발전해 나아갔으며, 소량생산 봉제기업의 국내 생산에 특화된 형태로 진화해 나아갔다. 특히, 국내 생산의 경우 빠른 생산을 위하여 물리적 자원 중 공장의 위치를 패션 브랜드 본사와의 거리, 원부자재 수급 업체들의 위치를 고려하여 재선정하는 것으로 나타났다.
이러한 봉제기업들의 진화과정에서 변화된 자원이 유지되기 위해서는 자원의 선택과 변화된 자원을 유지하기 위한 시스템이 필요하였다. 봉제기업의 경우 의사결정을 위한 체계적인 시스템이 없는 것으로 나타났으며, 진화에 적합한 자원의 선택과 판단은 최고 경영자 중심으로 이루어지고 있었다. 또한 제품품질, 위험관리, 반응생산과 관련된 조직 자원은 매뉴얼화 및 조직화를 통해 변화된 자원을 유지해 나아가는 것으로 나타났다. 마지막으로 환경변화에 적합한 형태로 봉제기업이 진화하지 못하였다면, 봉제기업은 생존에 어려움을 겪어 퇴출당하는 것으로 나타난다.
봉제기업과 패션 브랜드와의 거래관계를 통한 진화과정에서 공진화 양상이 관찰되었는데, 공진화를 이루기 위해서는 공진화 진입조건이 있는 것을 밝혔다. 봉제기업과 패션 브랜드 사이에서 관찰되는 공진화 진입조건은 관계 자원 축적을 통해 얻어지는 신뢰와 커뮤니케이션과 봉제기업 체제에 적합한 주문 물량, 결제 조건과 같은 거래 기업 적합성이 있는 것을 밝혔다. 마지막으로 의류산업에서 봉제기업과 패션 패션브랜드 간의 공진화 성과로는 지식교환, 경험 최적화, 비수기 수량 제공, 거래기업에 대한 투자 현상을 관찰할 수 있었다.
현재, 봉제산업은 젊은 인력이 유입되지 않고 있는 고령화 현상이 가장 큰 문제라고 할 수 있었다. 봉제산업에서 관찰되는 봉제기술력, 봉제 노하우와 같은 것들은 성문화 또는 전산화 과정을 통해 전달될 수 있는 것이 아닌 것으로 나타났기 때문이다. 봉제기술력은 봉제장인이 직접 생산에 참여하여, 같은 기업 구성원들에게 전달될 수 있는 것이었다. 따라서 젊은 인력이 봉제산업으로 유입되지 않으면, 봉제기술력을 전수받을 다음 세대가 사라지게 되는 것이다. 이는 결과적으로 국내 생산 기반의 생존을 위협할 가능성이 크다. 이를 방지하기 위해서는 최저임금제도에 영향을 받는 열악한 근무조건을 해결해야 한다. 따라서 봉제기업의 임가공비용을 현실적인 수준으로 끌어올릴 필요가 있어 보인다. 국가주도적으로 봉제 장인을 공식적으로 인증하고 관리하여, 봉제 단계에서 해당 장인이 제품을 생산하면 그에 걸맞는 임가공 비용을 지불하고 제품 가격상승 시킬 필요가 있다.
또한 본 연구에서는 의류학분야에서 사용하지 않았던 공진화 이론을 봉제산업에 적용시켜 환경 요인을 고려한 봉제기업의 진화과정과 패션 브랜드와의 상호협력적 공진화 결과를 도출하였다. 따라서 새로운 시각으로 기업의 발전과정을 설명할 수 있는 이론적 틀을 확장 적용시켰다는 점에서 의의가 있다.

Co-evolution of Korean sewing industry

To examine the sewing industry from a macroscopic perspective, this study attempted to quantitatively confirm the relationship between policy and task factors as macroscopic variables expected to be related to the size of the sewing industry.
In addition, we conducted in-depth interviews with fashion brands, sewing companies, and a promotion company to identify the trading resources possessed by sewing companies and analyzed the evolution process of sewing companies from a coevolution perspective. The results of the study could improve understanding on the sewing industry, and we suggested a direction for the development of the apparel sewing industry.
For research question 1, we investigated the relationship between the size of the sewing industry and significant macro variables. To classify the size of the sewing industry, we divided the entire sewing industry and micro-sized sewing industry. Minimum wage was used as a policy factor, and the sales of the wholesale clothing industry and operating profit of a listed fashion brand company were used as task factors.
The result of the analysis on the Granger causality confirmed minimum wage as a leading variable exerting a negative impact on the entire sewing industry and micro-sized sewing industry with a one-year time difference.
As a task factor, the wholesale clothing industry was confirmed to have a relationship with the micro-sized sewing industry. Specifically, the number of micro-sized companies and number of micro-employees were found to have a positive effect on wholesale industry sales over a two-year time difference.
From the result of the analysis on environmental factors affecting the sewing industry from the in-depth interviews, various policy factors and technical factors were found to affect the minimum wage system. In the case of institutional factors, a subcontract law and five-day work week law were found. In the case of technical factors, the digitization of data and communication technology were determined to affect the sewing industry.
For research question 2, we tried to observe the overall trading resources of the sewing industry and examine the evolution of the sewing industry, focusing on changing resources in the process of cooperation between sewing companies and a fashion brand.
The main trading resources of sewing companies were physical resources, human resources, and organizational resources. In terms of physical resources, the location and equipment of a factory were determined as main resources.
Human resources consisted of the CEO and skilled workers. In the sewing industry, chief executives played a major role in numerous fields, and skilled workers were the main factors determining the product quality and technology of a company.
Lastly, production quality, risk management ability to honor delivery dates, and quick response ability to shorten production time were the main organizational resources observed in the relationship among fashion brands.
In this study, the evolution of the sewing industry was analyzed from the coevolution perspective to examine the changing process in the industry. Mass production sewing companies evolved in a direction suitable for quality and quick response production considering production quantity, unit, and price.
Small-scale production sewing companies evolved in a direction suitable for the production of complex products and those with high quality and fast reproduction. In small-scale production sewing companies, among physical resources, the location of factories changed considering the distance from fashion brand headquarters and the supply and demand of raw and subsidiary materials.
A system for selecting resources and maintaining changed resources is necessary for sewing companies to maintain resource changes.
In sewing companies, no structured system for decision making and selecting and judging resources suitable for evolution centered on CEOs.
In addition, organizational resources related to product quality, risk control, and quick responses maintained changed resources through manualization and organization. Finally, if a sewing company fails to evolve into a form suitable for environmental changes, then it will be expelled owing to survival difficulties.
Co-evolution was observed in the evolution process through business transactions, and conditions for entry into the co-evolution to achieve that between companies and companies were revealed.
The conditions for entry into the co-evolution observed between sewing companies and fashion brands were trust and communication obtained through the accumulation of related resources. In addition, order and payment conditions suitable for the sewing company system were observed.
Finally, in the apparel industry, knowledge exchange, experience optimization, off-season supply, and investment in trading companies were determined as coevolution outcomes between sewing companies and fashion brands.
A serious problem in the sewing industry involves the lack of young workers. Sewing technology and sewing know-how in the sewing industry cannot be transmitted through documents or computerization. Sewing technology can be transmitted to company members by craftsmen participating in production. Moreover, production craftsmen can transfer their sewing technology skills to members of the company. Therefore, the lack of young workers in the sewing industry may facilitate the disappearance of sewing technology for future generations, thereby threatening the survival of the domestic production base. To prevent this situation from occurring, poor working conditions affected by the minimum wage system should be addressed.
Increasing a sewing companys sewing processing cost to a realistic level is necessary. To address this issue, the government should certify and manage sewing craftsmen. If products are created by certified craftsmen, then fashion companies may pay appropriate sewing processing fees, thereby increasing production price. Thus, we proposed raising processing cost to a realistic level. In addition, this study applied co-evolution theory, which is not generally used in the field of fashion, to the sewing industry to derive the results of cooperative co-evolution with fashion brands. Therefore, this study employed the theoretical framework to explain the development process of a sewing company from a new perspective.
