국민연금 노후준비서비스 이용자 인식 및 행태 변화 분석을 통한 사업 실효성 연구

Abstract

저출산 및 고령화와 부모부양 의식의 약화로 인해 노후준비 문제가 큰 사회 및 국가적 이슈로 부각되었다. 이에 국민연금공단은 국민이 준비된 행복한 노후를 맞이하는데, 실질적 도움을 주고자 2003년부터 노후준비서비스 사업 개발에 착수하여 2008년부터 공공분야 최초로 서비스를 본격적으로 제공하고 있다. 국민연금공단이 수행하고 있는 노후준비서비스는 국민이 성공적인 노후를 맞이하게 할 뿐만 아니라 국가의 재정적 부담을 줄여주는 효과로 이어질 수 있다는 측면에서 매우 중요한 사업이라고 할 수 있다. 하지만 사업 추진 및 확대에 필요한 예산 및 인력을 적절히 확보하지 못해 국민연금공단은 현재 현실적인 난관에 봉착해 있는 상황이다. 이에 본 연구를 통해 노후준비서비스 사업의 지속성 및 정책 강화의 정당성을 확인하여 이러한 어려움을 극복하는 데 의미 있는 기여를 하고자 하였다. 이를 위해 본 연구에서는 다른 선행연구와 차별성을 갖도록 국민연금공단이 수행하는 노후준비서비스 사업을 직접적 연구대상으로 하였다. 아울러 그 간의 현황을 체계적으로 정리하는 한편, 사업의 실효성을 확인하기 위해 양적 연구를 시도하였다. 그 구체적 방법으로 국민연금공단이 그동안 누적해온 자료를 통해 노후준비서비스 사업의 현황 및 성과와 차별화된 특징을 살펴보고, 더 나아가 노후준비서비스 사업의 실효성과 조절변수의 조절효과를 확인하였다. 연구결과 노후준비서비스 이용자의 인식 변화는 이용자 행태 변화에 긍정적 영향을 미치는 것으로 나타났다. 아울러, 이용자 인식 변화가 이용자 행태 변화에 영향을 미치는 데 있어 조절변수인 효과성, 대응성 및 만족도가 유의미하게 조절하는 효과가 있음도 확인하였다. 이러한 연구 결과는 사업의 지속 및 확대 당위성이 확보된 만큼 정부가 인력과 예산 측면에서 국민연금공단의 노후준비서비스 사업을 적극적으로 지원할 필요가 있음을 시사한다. 또한, 사업 실효성을 높이기 위해 콘텐츠 다양화 및 개인별 맞춤 서비스 제공, 적극적 전문가 양성, 다양한 고품질의 서비스를 제공할 수 있는 조직 내부체계를 갖출 수 있도록 정부가 전폭적으로 지원할 필요가 있음을 의미하는 것이기도 하다. 국민연금공단이 제공하는 노후준비서비스 사업은 사전 예방적이며 보편적이고 종합적인 성격을 갖는다. 이러한 노후준비서비스 사업의 실행력을 강화한다면 정부 재정 절감, 빈곤율 감소, 국민의 삶의 질 만족도 및 행복지수 향상 등 다양한 정책효과 창출이 가능하다고 할 것이다. 본 연구가 갖는 가장 큰 의의는 이를 뒷받침할 국민연금공단 노후준비서비스 사업의 실효성을 확인하고, 이러한 실효성을 더욱 강화하는데 기여할 수 있는 정책적 함의를 찾았다는 점에 있다고 할 것이다.

Due to the low birth rate, aging population, and a less emphasis on parent support, the preparation for old age has become one of the emerging social and national issues. In response, NPS began developing the Retirement Planning Service project in 2003, and has been providing services in earnest for the first time in the public sector since 2008. The NPS Retirement Planning Service is indeed a very important project in a sense that the service can lead to a successful retirement and also reduce the financial burden on the nation. However, NPS is facing a realistic challenge due to the lack of adequate budget and human resources needed to push ahead with and expand the project. Therefore, this study aimed to confirm the continuity of the Retirement Planning Service project and the justification of strengthening policies, and to make a meaningful contribution to overcoming these difficulties. To this end, this study systematically summarized how the service has evolved, looking into the service as a direct research object, while having attempted to conduct a quantitative research to see the practicability of the project, which will differentiate it from other previous studies. In detail, the data accumulated by NPS was analyzed to examine the progress and performance of the Retirement Planning Service and its distinctive features. In addition, the practicability of the Retirement Planning Service and the moderating effect of the moderating variables were confirmed. The result was found that the change in the perception of the service users had a positive effect on the change in the users behavior. In addition, it was also confirmed that there is an effect that the moderating variables such as effectiveness, responsiveness, and the satisfaction level significantly control the change in the user perception influencing the change in user behavior. These findings suggest that the government needs to actively support the NPS Retirement Planning Service project in terms of manpower and budget, as the justification for continuing and expanding the project has been confirmed. In addition, it also means that the government needs to fully support to diversify contents, provide personalized services, nurture experts, and establish an organizational internal system that can provide various high-quality services in order to enhance the practicability of the project. The Retirement Planning Service project provided by NPS is a public program that as a preventive measure has an universal and comprehensive influence on the society. If the government strengthens the implementation of the Retirement Planning Service project, it will be possible to create various policy effects such as saving the governments spending, lowering the poverty rates, improving people's satisfaction with quality of life and increasing the happiness index. The biggest suggestion from this study is that it has confirmed the practicability of the NPS Retirement Planning Service project to support it and found policy implications that can contribute to further strengthening this practicability.
