보훈 정책의 개선 방향 및 기대 효과

Abstract

본 연구는 보훈 역사·문화 콘텐츠의 개발·활용 방안을 ①보훈 역사·문화 콘텐츠 제작을 위한 스토리텔링의 수집·각색 방안, ②스토리텔링과 콘텐츠의 개발·제작을 위한 범국민적 참여 촉진·유도 방안, ③보훈 역사·문화 콘텐츠 개발을 위한 행정적·제도적·재정적·기술적 지원 방안, ④개발된 보훈 역사·문화 콘텐츠의 문화적·산업적·교육적 활용 방안 등의 4대 영역으로 구분하여, 각 영역별 세부 방안과 전략을 보훈 정책 및 콘텐츠 분야 전문가들에 대한 제1~3차 델파이 조사를 통해 수집·분석하고, 그를 통해 보훈 정책의 발전 방향성을 모색·제언하였다. 본 연구의 주요 결과를 요약하면, 다음과 같다. 첫 번째 영역인 스토리텔링 수집·각색 방안과 관련해서는 제1차 개방형 답변 146개, 제2차 지표 20개 항목, 제3차 지표 19개 항목이 각각 도출·분석되었다. 1~3차 분석 과정을 통해, ①보훈 역사·문화와 관련된 유익하고 뜻 깊은 스토리텔링을 전국 규모 및 지자체 단위로 온·오프라인 네트워크를 구축하여 상시 수집·탐색하고 관리·업데이트하며, ②민·관 전문가, 담당자, 실무자 등을 풍부하게 양성·교육하고, ③보훈 역사·문화 관련 스토리텔링을 출판물, 영상물, 게임, 애니메이션, 캐릭터, 음원, 지식 정보 등 다양한 장르의 콘텐츠로 제작·보급하는 방안을 적극 모색할 필요성과 당위성을 확인하였다. 스토리텔링의 개발·각색과 관련해서는 최근 콘텐츠 분야의 대세인 영상, 게임, 애니메이션, 캐릭터 등의 개발·제작을 강조함으로써, 보훈 역사·문화 콘텐츠가 세대·연령을 불문하고 많은 사람들에게 널리, 자발적으로, 흥미롭게 수용·향유될 수 있도록 노력과 투자를 지속해야 한다고 주장하였다. 두 번째 영역인 국민 참여 촉진·유도 방안과 관련해서는 제1차 개방형 답변 117개, 제2차 지표 10개 항목, 제3차 지표 9개 항목이 각각 도출·분석되었다. 제1~3차 분석 과정을 통해, 보훈 역사·문화 콘텐츠의 개발·활용을 위한 범국민적 참여를 제도적, 법령적으로 활성화하고 보장하는 동시에, 국민 참여 활동이 가능한 범위와 영역, 온·오프라인 경로(정기·비정기적 공청회, 보훈 역사·문화 콘텐츠 경진 대회, 아이디어 공모전, 전국 또는 지방 단위의 이벤트나 축제 등)를 최대한 다양화·다각화해야 한다는 데 전문가 패널들의 의견이 집중되고 일치되었다. 세 번째 영역인 보훈 역사·문화 콘텐츠 개발을 위한 각종 지원 방안과 관련해서는 제1차 개방형 답변 130개, 제2차 지표 15개 항목, 제3차 지표 14개 항목이 각각 도출되었다. 전문가 패널들은 행정적, 제도적, 재정적, 기술적 영역의 균형적, 지속적 지원을 중시하면서도, 상대적으로 재정적 지원을 보다 강조하는 경향을 보여주었다. 네 번째 영역인 개발된 보훈 역사·문화 콘텐츠의 활용 방안과 관련해서는 1차 개방형 답변 143개, 제2차·3차 지표 11개 항목이 도출되었다. 전문가 패널들은 성공적으로 개발된 보훈 역사·문화 콘텐츠의 문화적, 산업적, 교육적 활용을 균등하게 중시하고 강조하는 경향을 보여주었다. 그와 함께 보훈 역사·문화 콘텐츠를 향유하는 과정에서 세대·연령의 차이를 초월하여 모든 사람들이 폭넓게 몰입하고 참여할 수 있는 범용성, 호환성을 확보해야 한다고 주장하였다. 그를 통해, 보훈 역사·문화 콘텐츠의 효과를 극대화하고, 보훈 문화, 보훈 의식의 범국민적 확산을 달성할 수 있을 것으로 예상된다. 이상과 같이 범국민적 관심과 자발적 참여, 능동적 몰입 등을 유도하면서, 모든 국민들의 국가에 대한 소속감과 책임감, 애국·호국 정신 등을 고취할 수 있는 건전하고 유익하며 흥미로운 보훈 역사·문화 콘텐츠를 효과적으로 개발하고 활용·보급하기 위해, 민관 협력 또는 보훈 거버선스의 토대 위에서 지속적인 관심과 노력, 투자를 기울여야 할 것이다. 이러한 실증 조사와 규명 작업을 통해, 본 연구는 보훈 역사·문화 콘텐츠의 개발·보급·확산을 위한 미래 지향적인 운영 계획 및 전략을 수립하는 데 도움이 되는 이론적, 실무적 지침과 기초 참고 자료를 제공하기를 기대한다

This study analyzed methods to develop and utilize the history and culture contents of veterans welfare, through discussing on four areas : ①collection and adaptation of storytellings to produce the history and culture contents of veterans welfare, ②promotion and inducement of national participation in the development and production of storytellings and contents, ③administrative, institutional, financial, and technical support plans for the development of history and culture contents of veterans welfare, and ④cultural, industrial, and educational utilization methods of developed history and culture contents of veterans welfare. I collected and analyzed the 1st, 2nd and 3rd Delphi investigations on experts in veterans walfare policy and contents, and sought and suggested the direction of development of the veterans walfare policy through them. The main results of this study are as follows. Regarding the first area, which is collection and adaptation plans of storytellings, 146 answers in 1st delphi investigation, 20 indicators in 2nd investigation, and 19 indicators in 3rd investigation were each derived and analyzed. Through the 1st~3rd analysis process, I derived several empirical results : that is ①establishing an online and offline network on the national scale and local governments scale for beneficial and meaningful storytellings related to veterans' history and culture, collecting, exploring, managing, and updating at all times, ②actively fostering and educating experts, representatives and practitioners, ③actively producing and distributing storytellings related to veterans' history and culture with contents of various genres such as publications, videos, games, animations, characters, sound sources, and knowledge information. Regarding the second area, which is promotion and inducement of national narticipation, 117 answers in 1st investigation, 10 indicators in 2nd investigation, and 9 indicators in 3rd investigation were respectively analyzed. Through the 1st~3rd analysis process, it is possible to systematically and legally activate and guarantee the national participation for the development and utilization of history and culture contents of veterans welfare. The opinions of expert panels focused and agreed that the occasional public hearing, history and competition for culture contents of veterans welfare, idea contest, national or regional events and festivals, etc.) should be diversified as much as possible. Regarding the third area, which is various support plans for the development and using of history and culture contents of veterans welfare, 130 answers in 1st investigation, 15 indicators in 2nd investigation, and 14 indicators in 3rd investigation were drawn. expert panels showed a tendency to emphasize financial support relatively, while focusing on balanced and sustained support in the administrative, institutional, financial, and technical domains. Regarding the fourth area, how to use the developed history and culture contents of veterans welfare, 143 answers in 1st investigation, and 11 indicators in 2nd and 3rd investigation were drawn. expert panels showed a tendency to equally emphasize the cultural, industrial, and educational use of successfully developed history and culture contents of veterans welfare. In addition, they argued that in the process of enjoying the history and culture contents of veterans welfare, it was necessary to secure the versatility and compatibility that all people can participate broadly, transcending generation and age differences. Through these empirical resulsts, it is expected that the history and culture contents of veterans welfare can maximize and spread the veterans culture and veterans consciousness in nationwide. As described above, while inducing pan-national interest, voluntary participation, and active immersion, I effectively develop constructive, beneficial, and interesting history and culture contents of veterans welfare that can inspire all citizens' belonging and sense of responsibility to the country and the spirit of patriotism. In order to utilize and disseminate history and culture contents of veterans welfare, continuous interest, effort and investment should be made on the basis of public-private partnership or veteran governance. Through these empirical investigations and identification works, this study provides theoretical and practical guidelines and basic reference materials to help establish future-oriented operational plans and strategies for the development, dissemination and diffusion of history and culture contents of veterans welfare.
