청년 가구 아동수당 수급이 사적이전에 미치는 영향

Abstract

2018년 9월부터 시행된 우리나라의 아동수당 제도는 현재 가구별로 만 7세 미만 아동 1명당 월 10만 원의 금액을 보조하는 청년 가구 대상 복지정책이다. 본 연구는 아동수당 제도 시행 이후 아동수당 수급액이 증가함에 따라 사적순이전소득 규모 및 사적이전소득 발생 확률이 변화하는 양상을 검증하였다. 통계청의 가계동향조사 미시자료를 활용한 이중차이분석 결과, 하위·중위 소득분위에 속한 청년 가구는 아동수당 수급액이 증가함에 따라 사적순이전소득이 증가하였으며 그 증가 크기는 중위 소득분위보다 하위 소득분위에서 더 크게 나타났다. 한편 사적이전소득 발생 확률은 아동수당 수급액이 증가함에 따라 중위 소득분위에서만 유의미하게 감소하였다. 종합하면, 아동수당 제도는 하위 소득분위에 대해 실질적인 소득보전 효과를 달성하고 있으며, 노인 가구에 대한 기존 연구와는 달리 청년 가구는 일부 소득분위에서만 공적이전소득이 사적이전소득을 구축하는 양상이 나타나고 있다.

Introduced in 2018, the child benefit system in South Korea supported families with children under 7 with the stipend of 100,000 won. While this policy began as a means-tested transfer scheme, it removed its eligibility criteria at the beginning of 2019. Applying a difference-in-differences approach to household survey data, this study examines the change in net private transfer and the probability of private income transfer as the stipend increased. While child benefits to households with high income crowded out net private transfer from other households, low- and middle-income households increased net private transfer as they received the benefits. The crowd-out effect of child benefits on the probability of private transfer has shown to be statistically significant only in middle-income households. This study concludes that the child benefit system in South Korea practically reduces the burden of low-income families, in contrast to the popular concern that public transfer may cause private transfer to crowd out.
