경찰관 기동대원의 직무 스트레스에 관한 연구

Abstract
본 연구는 경찰관 기동대의 직무 스트레스에 영향을 미치는 요인을 알아보고 남성 기동대원과 여성 기동대원의 차이를 분석하는 것을 목적으로 한다. 경찰 조직의 직무 스트레스와 관련된 연구들은 그간 활발하게 진행되어 왔으며, 남경과 여경 사이에 직무 스트레스 요인 및 내용에 차이가 있다는 연구 결과들도 다수 진행되었으나, 경찰관 기동대 조직에 있어서 직무 스트레스 연구는 거의 이루어지지 않았으며, 남성 기동대와 여성 기동대의 차이점에 착안한 사례는 전무하다. 집회시위는 날로 늘어나고 규모고 다양하게 이루어지고 있으며, 경찰관 기동대는 이러한 집회시위의 평화적 관리를 위한 필수적인 인력이며, 향후에도 지속 증설될 계획에 있다. 더욱이, 다양한 구성원의 사회참여 증가로 여성・노인・연소자 등의 집회시위 참가도 급증하고 있어 전세계적으로도 여경기동대를 지속 창설하고 있는 추세인데 반하여, 국내 경찰학계에서는 여경기동대에 대한 연구가 이루어지지 않고 있다. 여경기동대의 직무 스트레스는 물론, 기본 근무 여건의 개선이나 여경에 특화된 기동장비 마련도 완비되지 못한 실정이다. 본 연구는 그러한 현실을 감안하여 연구의 범위를 서울지방경찰청 소속 기동부대원으로 의도적으로 한정하였으며, 남성 기동대원과 여성 기동대원의 직무 스트레스 요인을 함께 조사하되, 심층 인터뷰를 통해 기동대 근무시 느끼는 스트레스 요소, 개선 필요점, 개선 방향 등을 포함한 연구라는 데 의의가 있다.

본 연구에서는 남성 기동대원과 여성 기동대원의 직무 스트레스와 그에 영향을 미치는 요인에 어떠한 차이가 있는지 비교・분석함으로써 각 성별에 따라 직무 스트레스 예방・관리 전략을 차별화하여야 한다는 시사점을 도출하고자 하였다. 이를 위해 2020년 2월 1일부터 3월 31일까지 서울지방경찰청 기동본부 산하 기동부대에 근무하는 남・녀 기동대원 600명을 대상으로 설문조사를 실시하였고, 20명에 대하여는 대면 면접조사를 병행하였다. 그리고 빈도분석, 기술통계 분석, 신뢰도 분석과 상관관계 분석, t-검정 및 다중회귀분석 등을 실시하였다. 분석의 결과와 그에 따른 정책적 함의는 다음과 같다.
첫째, t-검정을 통해 남성 기동대원과 여성 기동대원 간에 직무 스트레스 정도에 차이가 있음을 확인하였다. 남성 기동대원과 여성 기동대원 간에 긴장 항목과 무기력 항목에서 통계적으로 유의한 차이가 나타났다. 그 외 다른 항목에서는 남‧녀 간에 유의한 차이가 나타나지는 않았으나, 직무 스트레스 정도의 총계는 물론, 구체적인 항목 중 피로감, 불안감, 일-가정 양립 고민, 직무이탈 욕구 등 우울감 항목을 제외한 모든 항목에서 여성 기동대원의 평균 수치가 남성 기동대원보다 높게 나타났다.
둘째, 다중회귀분석을 통해 직무 스트레스에 영향을 미치는 요인이 남성과 여성 기동대원 간에 다르게 나타난다는 점을 확인하였다. 독립변수와 관련하여, 남・녀 기동대원 공통적으로는 직무요인의 하위 요인인 직무 요구와 직무 자율성에서 유의한 영향을 보이는 것으로 나타났다. 이 두 항목 외에도 남성 기동대원은 역할 갈등, 역할 모호, 역할 과다의 역할요인 전체와 대인관계, 인사관리 미흡 항목에서 유의한 영향이라는 결과가 도출되었으나, 여경기동대원은 역할 요인의 어느 하위 요인에서도 유의한 영향은 발견되지 않았으며, 인사관리 미흡과 여성이라는 성별로 인하여 기동대 업무에 제약을 느낀다는 유의한 영향이 있음이 도출되었다.
셋째, 통제변수에 있어 자녀 유무, 계급, 연령을 선정하였는데, 남성 기동대원의 경우 자녀의 수가 직무 스트레스에 유의한 영향을 준다는 결과가 나왔으나, 여성 기동대원의 경우, 세 가지 통제변수 모두 유의한 영향을 미치지 아니하였다.
분석 결과를 바탕으로, 남・녀 기동대원 모두에 있어 직무 스트레스 요인으로 꼽힌 직무 요구 과다 항목과 직무 자율성 부족 문제를 해결할 방안을 모색하여야 한다. 경찰관 기동대 추가 창설 또는 지방 기동대 경력의 적극 활용을 통한 인력의 추가 확보 및 근무 운영 방식을 개선하여 적정한 근무 일수와 예측 가능한 휴무를 보장하고, 일선에 비하여 비교적 권위적인 기동대 내의 분위기를 완화하여 의사소통을 강화하는 조치가 필요하다. 기동대 발령절차 및 내부 승진 등 인사시스템에 있어 기동부대원들의 애로사항을 반영하여 개선해야 할 필요성이 있으며, 특히 단체생활을 하는 기동대원의 경우 체계적인 직무 스트레스 예방방안을 마련해야 한다. 교육훈련 시 기동대원들의 직무 스트레스를 관리하는 시간을 의무적으로 할당하여 주기적인 심리검사 등을 진행하는 방안 등을 검토할 수 있겠다. 여경 기동대원의 경우, 남성에 비하여 여경의 역할을 제한적으로 해석하는 조직분위기 요인의 유의한 영향이 있었고, 또한 전반적인 직무스트레스 정도 역시 다소 높게 나타난 만큼, 여경기동대원의 특성에 맞는 장비를 개발・보급하고 특성화 교육을 진행함과 동시에, 남성 중심적인 성격의 기동대 문화 개선이 병행되어야 할 것이다.
This study aims to identify factors affecting the job stress of mobile police and to analyze the differences between the male and female mobile police officer. There are extensive former-studies on job stress of police officers, and many studies have shown that there are differences between the male and female police officer about stressor and its contents. In contrast, there are very limited studies in regards to the job stress of mobile police officers, and, as far as we know, no studies focusing on difference between the male and female mobile police. The number of protests is increasing day by day and there are various sizes of such demonstrations. The mobile police is essential to the peaceful handling of these street demonstrations. For that reason government to continuously expand mobile police force in the future. Moreover, since more women, the elderly, minors are participating street demonstrations due to the increase in social participation of various members, the female mobile police has continued to be established around the world while no research about this has been conducted in South Korea police studies. In reality, not just the job stress of female mobile police, the improvement of basic working conditions and the specialized mobility equipment for female police officer are not complete. Considering this reality, this study intentionally limited the scope of the study to members of the Seoul Metropolitan Police Agencys mobile police, and investigated the job stress factors of male and female mobile police officers together. Additionally, through in-depth interviews, the study is meaningful in that it included stress factors while working in mobile police, needs for improvement, and its directions.

The purpose of this study was to derive the implications of differentiating the job stress prevention·management strategies for each gender by comparing·analyzing the differences between the male and female mobile police officers job stress and factors affecting them. For this, a survey was conducted on 600 male and female mobile police officers working in the mobile police company under the Seoul Metropolitan Police Agency Mobile police corps from February 1 to March 31, 2020, and 20 members were conducted face-to-face interview surveys. In additions, frequency analysis, descriptive statistic analysis, reliability analysis, correlation analysis, t-test, and multiple regression analysis were conducted. The results of the analysis and the policy implications are as follows.
First, the t-test confirmed that there was a difference in the degree of job stress between the male and female mobile police officer. There was a statistically significant difference in tension and lethargy between the male and female mobile police officers. There were no significant difference between male and female in other categories, but not only the total number of job stress levels but the average number of female mobile police officers was higher than that of male mobile police officers in all specific categories except for depression, such as fatigue, anxiety, work-home balance concerns, and desire to leave the job.
Second, a multiple regression analysis confirmed that the factors affecting the job stress were different between male and female mobile police officers. Regarding the independent variables, it was shown that male and female mobile police officers both had significant effects on job demand and job autonomy, which are sub-factors of job factors. In addition to these two items, the results showed that male riot police officers had significant effects on the overall role conflict, role ambiguity, and over-role factors, interpersonal relationships, and poor personnel management. But no significant effects were found in any of sub-factors of role factors between female riot police officers, and it was found that there was a significant effect that the riot police task was limited due to the lack of personnel management and the gender of women.
Third, in terms of control variables, the presence, rank, and age of children were selected, and in the case of male riot police officers, the results showed that the number of children had a significant effect on job stress, but in the case of female riot police officers, all three control variables did not have a significant impact.
Based on the results of the analysis, it is necessary to find solutions to the problem of excessive job demand and lack of job autonomy, which are considered as job stress factors to both male and female riot police officers. Measures need to be taken to secure additional labor force by adding more riot police and using local riot police experience actively, to ensure proper working days and predictable holidays by improving task management, and to strengthen communication by relaxing the atmosphere within the relatively authoritative riot police compared to the front line. There is a need to improve the personnel system, such as riot appointment processes and internal promotions by reflecting difficulties of riot police officers, and especially for the officers who work in groups, systematic measures to prevent stress should be prepared. In education training, it will be required to allocate time to manage the job stress of riot police officers to conduct regular psychological tests, etc. In the case of female riot police officers, since there was a significant impact on organizational atmosphere that constrictive conception of female officerss role factors compared to male officers, and overall job stress level was also high, it is necessary to develop·supply equipment suitable for the characteristics of female riot police officers and conduct specialized education, along with cultural improvement.
