주거복지 거버넌스에 관한 연구(LH의 주거복지사업 전달체계를 중심으로)

Abstract

우리나라의 주택보급율은 100%를 초과하여 양적인 수준에서 국민주거 안정의 정책 성과는 달성하였으나 저소득층을 위한 주거복지의 수준은 선진국에 비해 여전히 미흡한 것이 현실이다.

정부에서는 저소득층의 주거복지 향상을 위하여 다양한 주거복지정책사업을 추진해 오고 있으며 신규건설 국민임대주택사업, 다가구매입임대주택사업, 기존주택 전세임대주택사업, 신혼부부 전세임대주택사업, 소년소녀가정 전세주택지원사업 등이 대표적이다.

상기와 같은 다양한 주거복지사업이 거버넌스 관점에서 보면 주거복지서비스 전달체계로 유형화되고 이러한 주거복지 거버넌스 유형이 공급자 측면에서 주거복지서비스 공급 효율성과 수혜자 측면에서 주거복지서비스와 공급주체에 대한 만족도 평가에 영향을 미친다는 연구모형을 수립하여 한국토지주택공사의 신규건설 국민임대주택사업과 다가구매입임대주택사업을 대상으로 사례분석을 하였다.

연구결과 신규건설 국민임대주택사업은 거버넌스 관점에서 수직적/단일형/집약형 주거복지서비스 전달체계의 유형으로 분석되었으며 다가구매입임대주택사업은 수평적/협력형/분산형 주거복지서비스 전달체계의 유형으로 분석되었다.

이러한 주거복지서비스의 거버넌스 유형적 특성으로 인하여 공급자 관점에서 주거복지서비스 공급의 효율성이 수직적/단일형/집약형 주거복지서비스 전달체계인 신규건설 국민임대주택사업이 수평적/협력형/분산형 주거복지서비스 전달체계인 다가구매입임대주택사업보다 더 높은 것으로 나타났다.

그리고 수혜자 관점에서 거버넌스 유형과 연계성이 높은 조사항목(업무처리절차 준수, 공정성 및 담당직원 만족도)에서 국민임대주택이 다가구매입사업에 비해 높게 나타나 주거복지서비스 전달체계의 거버넌스 유형과 주거복지서비스와 공급주체에 대한 수혜자 만족도 평가가 밀접하게 관련되어 있음을 보여준다고 할 수 있다.

따라서 주거복지서비스의 효율성과 만족도를 제고하기 위해서는 임대주택의 품질 개선, 저렴한 임대조건 및 입지여건 등 제품적 특성도 중요하지만 주거복지서비스 전달체계의 거버넌스 유형과 특성도 매우 중요함을 알 수 있다.

The domestic rate of housing supply has exceed one hundred percent and in side of quantity, the policy goal of government has been achieved.

But, the environment of housing welfare for lower-income group was inferior to that of developed countries. The government has carried out a variety of housing welfare business for the improvement of housing welfare of lower-income group.

I found that from the viewpoint of governance, a variety of housing welfare business are classifield by the different types.

So I have built a study model on housing welfare governance. The study model is to explain that the type of housing welfare governance has an effect on supply-efficiency and consumer satisfaction.

For the verification of hypotheses, I did a case study on national rental house and multi-family rental house of the Korea Land and Housing Corporation.

The result of study said that national rental house is characterized by vertical/ single/ collective governance type, multi-family rental house is characterized by horizontal/ cooperative /dispersal governance type.

Because of difference of housing welfare governance national rental house got a higher grade than multi-family rental house on supply efficiency and consumer satisfaction related to governance.

The case study shows us that to improve the efficiency and satisfaction of housing welfare service, not only the quality of rental house but also governance type of housing welfare delivery system is very important
