사행산업 건전화 정책 효과 분석 - 경마 이용자를 중심으로

Abstract

국내 사행산업은 2000년대 들어 급속한 양적 팽창을 이루었는데, 이로 인한 문제점이 대두되어 정부는 2008년 11월 「사행산업 건전발전 종합계획」을 수립하고 2009년 1월부터 본격적으로 사행산업 건전화 정책을 시행하였다. 사행산업 건전화 정책은 안전하고 책임있는 레저오락산업으로 정착이라는 목표아래 매출총량제와 같은 규제 등을 통해 사행산업 이용자로 하여금 건전한 이용을 유도하고자 하였다. 그러나 현재까지 동 정책에 대해서는 사행산업의 확산 방지에 일조했다는 견해도 있지만 오히려 불법 사행산업을 확산시켰다는 지적도 있다. 따라서 정책 효과가 어떻게 나타나고 있는가에 대한 연구가 필요하나 아직까지 동 정책에 대한 연구는 미흡한 실정이다. 본 연구는 이 점에 착안하여 정책 효과가 어떻게 나타나고 있는지를 살펴보고자 하였으며, 특히 정책의 실체적 대상인 사행산업 이용자 관점에서 정책 효과를 살펴보고자 하였다.

이를 위해 사행산업 이용자 관점에서 지출금액 감소를 통한 건전한 이용 유도를 정책 목표로 설정하고, 동 정책이 정책 효과를 발휘하여 정책 목표를 달성할 수 있는가를 정책순응 관점에서 살펴보았다. 그 결과 사행산업 건전화 정책은 실질적으로 이용자로 하여금 건전한 이용을 유도하기에는 많은 한계점을 가지고 있는 것으로 나타났다.

이를 바탕으로 실제적으로 정책 효과가 어떻게 나타나고 있는지를 실증적으로 확인하기 위하여 사행산업을 대표한다고 할 수 있는 경마산업을 대상으로 이용자의 베팅행태 변화를 분석하였다. 베팅행태 변화를 분석하기 위하여 본 연구에서는 2004년 1월부터 2011년 6월까지의 시계열 자료를 대상으로 ARIMA 방법을 이용한 단절적 시계열 모형을 활용하였다. 단절적 시계열 모형을 통해 사행산업 건전화 정책에 따른 경마 이용자의 베팅행태 변화를 분석한 결과, 경마장 이용자의 경우 고액베팅건수와 베팅건당베팅금액이 감소함에 따라 베팅총액이 감소한 것으로 나왔으나 당초 의도했던 정책 효과라기보다는 고액베팅자의 이탈에 의한 결과로 나타났다. 장외발매소 이용자의 경우 베팅건수가 증가함으로써 베팅에 대한 몰입이 강화된 것으로 나타나 역시 기대했던 정책효과는 나타나지 않았다. 결과적으로 경마 이용자에 대해서는 고액베팅건수가 감소하고, 베팅건당 평균베팅금액도 감소하였지만 베팅건수가 증가하여 전체적으로 베팅총액에는 영향이 없는 것으로 나타났다.

결론적으로 사행산업 건전화 정책은 경마 이용자로 하여금 베팅행태 변화를 통한 건전한 이용을 이끌어내지 못한 것으로 드러났으며, 오히려 사행산업 건전화 정책 시행으로 공급 감소가 진행되고 있는 상황에서 베팅에 대한 몰입이나 고액베팅자가 불법 사행산업으로 이전되고 있는 것을 확인할 수 있었다. 따라서 정부 정책이 사행산업 이용자로 하여금 정책순응을 통한 건전한 이용을 유도하고자 한다면 현재와 같은 사행산업 이용자에 대한 부정적 태도의 규제일변도 정책에서 전환하고, 불법 사행산업을 근절함으로써 원천적으로 수요이전을 차단해야 할 것이다. 아울러 소득에 기반한 차별화된 구매정책과 같은 경제유인규제나 시장기반 규제와 같이 고품질의 규제로 전환하여 정책의 효과성을 제고해야 할 것이다.

Gambling business in Korea has achieved rapid quantitative expansion since 2000, but due to some of the problems derived out of the expansion, the government established "the Comprehensive countermeasures for the sound development of gambling business" in November 2008, and executed the countermeasures since January, 2009. The goal for the countermeasures is to help settle a safe and responsible leasure-entertainment, and one of the measures is "Total volume control on gambling sales", hoping that it would lead bettors to get involved in the business in more healthy and sound way. Some viewed the countermeasures have helped prevent the expansion of the gambling business, but it is also pointed out that the countermeasures, on the contrary, have helped the growth of illegal gambling market. A thorough study on the effects of "the comprehensive countermeasures for the sound development of gambling business" is needed, but so far, there have been few. For that reason, this study is to see the effects of the countermeasures, especially focusing on the bettors.

The spending reduction of the bettors is set to be the goal of the countermeasures, and it is studied in the policy-compliance point of view, as to whether the countermeasures have effects in accomplishing this goal. The result shows that the countermeasures have a lot of limitations in leading the bettors to a more sound involvement.

Based on this result, an analysis on the horse racing bettors' betting patterns, with horse racing being the representative of the gambling business in Korea, is done to empirically confirm the effects of the countermeasures. This thesis uses the auto-regressive moving average model with data from the January, 2004 to June, 2011.

The analysis shows that the number of large bets and the average betting amounts of each bets have reduced, but this reduction is due to the withdrawals of large bettors, rather than the effects of the countermeasures. In off-course betting centers, the number of the total bets increased, which shows that the countermeasure did not achieve the goals it aimed. Consequently, the number of large bets and the average betting amounts of each bets reduced, but the number of total bets increased, resulting in the total volume of betting amounts remaining the same.

As a result, the Comprehensive countermeasures for the sound development of gambling business have failed to change the betting patterns to a more sound and healthy way. On the contrary, with the supply being reduced under the press of the countermeasure, large bettors have moved to an illegal gambling market. So, if the government wants the bettors to comply to the countermeasure and to get involved in more sound gambling business, it should modify its measures from the negative and control-focused views on legal gambling market, and uproot the illegal market instead, thus preventing the demands from shifting markets. Also, it should try improve the effects of the counter measures by adopting control policies based on economy or market, such as income-differentiated betting policy.
