중앙정치와 지방정치는 어떻게 결합하는가?

Abstract

This thesis examines the bilateral relationship between central politics and local politics during the 21st National Assembly Election in 2020. The literature on the coordination between central and local politics thus far has shown that the party nomination system of S. Korea has forced local politicians to become subordinates of the party leaders in Congress, resulting a largely one-sided relationship. Scholars have long theorized so because without the nomination of the central party, it is nearly impossible for a local politician to win in their district. Therefore, most scholars concluded that local politicians are subordinated to the members of Congress or chairman of local congressional districts who are party nominees to the Congressional Election. However, this thesis argues that local politicians have their own advantages, such as fine-grained district population data, personal connections, and pledges from the constituents: without the support of local politicians, the politicians in congress are likely to be negatively impacted. Contrary to expectation, local politicians started to gain more power since the abolition of the electoral district chapter in 2004. Exactly because the local branches lost any legal and institutional status, the function had to be carried by informal structure and personal relationship. If local politicians support the congressional candidate, the candidate is able to leverage the local data and support to create more effective political strategies which dramatically increases their chances of winning the election. In order to find out the true impact that local politicians have, the research conducted three in-depth interviews with local politicians who accepted a core position within a congressional candidates campaign. Results show that local politicians ultimately decide whether or not to provide the congressional candidate with localized data and customized support: local politicians play one of the most consequential role in the campaign. Interviews further revealed that the personal relationship between the congressional candidate and local politicians largely determines whom the local politician will support in the congressional elections as well as the primaries. Lastly, results from the interviews confirmed the hypothesis that local politicians and congressional leaders were in a symbiotic relationship, and that each side had something to gain by helping the other.

본 논문은 한국정치에서 중앙정치와 지방정치의 결합을 국회의원 선거를 중심으로 분석한 논문이다. 중앙 정치인을 선출하는 선거에서 지방 정치인을 포함한 지역조직이 동원되는 것을 넘어서, 지방 정치인이 국회의원 선거 캠페인의 주요 요직을 맡는 점을 주목했다. 지방자치제도 시행 이후, 중앙정치와 지방정치가 분리되었지만, 지구당 폐지 이후 대체된 당원협의회를 중심으로 두 집단은 여전히 결합하는 양태를 보인다. 기존의 연구2021년 2월 7일는 정당공천제로 인해 지역위원장이 공천권을 갖게 되었고, 지방의원들은 자연스레 지역위원장에게 종속되게 되었다는 연구 결과를 보여주지만, 본 논문의 결론은 이와는 상반된다. 무엇보다도 지역위원장의 공천권이 지방의원에게 직접적인 영향을 끼치고 중요한 요소로 작용하지만, 지역위원장 역시 지방의원이 선거의 승리와 지역 관리를 위해 이들의 협조가 필요한 점이 정치적으로 중요하다는 것이 드러났다. 지구당 폐지 이후 대체된 당원협의회에서 지방의원들은 지역조직의 주축으로 거듭났고, 지방의원과 지역위원장의 유대감, 현역 지방의원의 숫자, 그리고 지방의원의 협조 여부에 따라 중앙당의 공천에 대한 대응방식, 선거 캠페인의 운영, 더 나아가 선거 결과까지 좌우할 수 유의미한 변수인 것으로 보인다. 위 가설을 검증하기 위해 21대 국회의원 선거에서 선거 캠페인의 주요 요직을 맡았고, 10년 이상 지역 정치를 이어온 세 명의 전/현직 지방의원과 심층 인터뷰를 통한 질적 연구를 진행했다. 그리고, 대구·경북권과 호남지역과 같이 특정 정당으로부터 공천받은 후보가 개인의 자질과 상관없이 높은 확률로 당선되는 곳에서는 지방의원의 변수 혹은 지역조직의 변수를 관찰하는 것이 불가능에 가깝기에, 수도권의 두 군데의 경합 선거구를 연구 대상지로 선정해서 사례분석을 진행했다. 연구의 분석결과 지구당 폐지로 인해 탄생한 당원협의회를 중심으로 지역조직의 실질적 영향력을 행사하는 집단이 지방의원 조직임을 밝혔고, 국회의원 후보와 지방의원 사이엔 상호 간의 이해를 바탕으로 결속된 관계인 것을 확인했다. 또한, 국회의원 후보의 공천과정부터 본선에 이르기까지 지역조직을 등에 업은 후보는 전략적 우위를 점할 수 있고, 선거를 기점으로 두 집단은 중앙과 지방조직의 대표로서 완전한 결합을 하게 된다. 두 조직 간의 결합이 잘 이루어진 집단은 선거에서 큰 기회비용을 절약할 수 있게 되는 것을 확인했다. 본 논문은 지방의원과 지역위원장을 중심으로 한 지역조직 연구를 시도했다는 점과 기존에 단순히 수직적인 관계라고 규정하던 기존의 연구를 뛰어넘어, 두 집단은 상호 간의 이해관계에 의해 서로에게 득이 되는 상호 보완적 관계로 규정할 수 있게 되었다는 점에서 큰 의의가 있다. 그리고, 선거에서 지방조직의 중요성이 다른 요소에 비해 상대적으로 주목받지 못했으나, 이 논문에서는 경합 선거구의 경우엔 지방조직이 큰 변수로 작용할 수 있을 가능성과 지방조직의 협조가 국회의원 후보의 공천과 선거 운동 과정에서 큰 역할을 할 수 있다는 점을 선거에서의 잠재적 변수로 삼았다는 것도 기존의 연구와 차별화된다.
