정부부처 고위관료가 예산구조에 미치는 영향에 관한 연구

Abstract

관청형성모형에 의하면 관료들의 선호는 위치에 따라 달라지지만, 아직 조직 구조, 규모, 장관의 성향이 기관 전체의 집합적 선호(collective preference)에 미칠 수 있는 영향은 충분히 분석되지 않은 것으로 보인다. 이 연구는 2007년부터 2020년까지의 정부 예산에 관한 연구로써, 관청형성모형을 설명모형으로 채택하고, 이에 근거해 정부 예산지출 변동을 분석하되 조직변수인 4급 이상 비율, 조직 규모, 기관장의 출신의 영향성을 분석하였다. 일반회계, 특별회계, 비금융성 기금으로 예산분석의 범위를 규정하고 세부 비목에 대하여 관청형성모형에 의한 분류를 사전 실시하였다. 분석 결과 전체/전략예산의 변동률과 규모에 대하여 조직변수가 유의한 관계가 있는 것으로 나타나 행정조직과 장관이 실증적으로 예산에 영향을 미칠 수 있다는 가능성을 발견하였다.

According to the bureau-shaping model, the preferences of bureaucrats vary depending on their rank, but the effects of organizational structure, size, and ministerial orientation on the collective preferences of the entire institution have not been sufficiently analyzed. The study was a study on the Korean government budget from 2007 to 2020, adopting the bureau-shaping model and the incremental model as explanatory models, analyzing the government budget expenditure based on this, and focusing on the variables of organization' and minister. The scope of budget analysis was defined as general account, special account, non-financial fund, and the study classified detailed items by the bureau-shaping model. As a result, it was found that the organizational variable and the minister variable had a significant relationship with the overall budget size and the strategic budget size, so the study found the possibility that the administrative organization and the minister could empirically influence the budget.
