자동화된 배전계통 구간별 유지보수 가중치 적용 방법에 관한 연구

Abstract

전력산업이 발달함에 따라 안정적 전력공급이 가능해졌고, 고객의 정전에 대한 민감도는 더욱 높아졌다. 전력설비 중 고객과 직접 연계되어 운영되는 배전설비의 경우 고장발생 시 고객에 직접적인 영향을 주는 만큼 적절한 유지보수의 시행으로 고장발생을 최소화 하는 것이 무엇보다 중요하다. 배전계통의 기존 유지보수 방법은, 일정 주기로 배전설비의 검사를 시행하며, 기자재 자체 결함이 확인되었을 시 교체를 시행한다. 하지만, 이는 기자재 자체에 초점을 맞췄기 때문에 그 고장이 계통에 어느정도 파급 효과를 가져다 주는지는 고려하지 않는다. 본 논문에서는 기자재의 고장이 계통에 미치는 영향을 고려한 RCM 기법의 취지를 활용하여 실제 우리나라 배전계통의 특징중 하나인 자동화된 배전계통에 맞는 유지보수 방법을 제안한다. 고장이 발생하면 자동화된 개폐기 사이의 구간이 주로 장시간 정전을 경험하기 때문에, 자동화 개폐기 사이 구간의 고객 특성을 활용하여 구간별 가중치를 적용하여 유지보수에 반영한다. 실제 현장의 고장데이터를 기반으로 고장률을 추출하였고, 신뢰도 지표인 SAIDI 및 정전 예상비용을 활용하여 가중치를 적용한 유지보수를 시행하였을 시 정전 예상비용이 더 감소함을 보인다.

As growth of electric power industry, It is important to minimize occurrence of interruptions. Because, electric power distribution facilities are directly connected to customers. Existing maintenance method of distribution system is time based maintenance. If the degradation of components are found, the replacement decision can be made. In this paper, Using RCM method, maintenance decision is focused on the fault effect of the component to the distribution system. And, by reflecting increasing number of automated distribution switches in Republic of Korea, maintenance weighting factor are given to the sections divided by automated switches. In the case study, The component failure rate is extracted by field fault data and reliability index SAIDI and expected interruption cost are used. If maintenance decision made by weghting factor given to the automated sections, it can be seen that the expected power interruption cost decreased.
