Abstract
본 논문의 목적은 한국 조선산업을 사례로 산업의 경쟁력에 영향을 주는 정부의 산업정책이 어떻게 변화해 왔으며, 그 변화의 원인을 담론제 도주의 시각에서 분석해보고자 하는 것이다.
산업정책의 변화를 설명하는 기존의 연구들은 변화의 요인으로 대외적 압력이나 제도, 이해 변수를 강조하는 경향이 있다. 각 국가의 산업정책의 변화나 위기의 대응 방향은 위기나 제도적 조건들뿐만 아니라 정책 행위자들의 위기에 대한 해석과 담론경쟁의 내용을 살펴볼 때 더 잘 이해될 수 있다.
본 연구는 한국의 조선산업정책의 변화를 각각 정책목적과 정책수단으로 구분하는 정책 패러다임의 분석틀을 활용한다. 산업정책의 목적은 각각 발전주의적 목적과 자유주의적 목적으로, 그리고 산업육성적 목적과 산업조정적 목적으로 구분될 수 있다. 또한 산업정책의 수단은 정부 중심의 정책 집행과 민간 중심의 정책 집행으로 나눠서 구분이 가능하다.
한국의 조선산업은 한국의 경제에서 차지하는 비중이 높고 세계에서 높은 위상을 가졌음에도 불구하고 대내외적인 위기에 직면할 때마다 산업 정책의 내용과 방향을 두고 담론경쟁이 이루어졌다. 따라서 한국 조선산 업의 존속과 발전에 중요한 영향을 미친 담론경쟁을 살펴보는 것은 한국 조선산업정책 변화의 이해에 도움이 된다.
본 연구는 한국의 조선산업정책의 변화에 대한 시기별 사례연구를 진행하였다. 첫 번째 사례인 1980년대 후반 정부의 대우조선 지원에 대한 담론경쟁에서는 대우조선의 위기를 국가적인 위기와 동일시함으로써 정부의 적극적인 역할과 지원을 강조한 산업논리 담론이 더 설득력을 얻었 다. 따라서 1989년 조선산업 합리화조치를 통한 대우조선에 대한 특혜적 지원은 정부의 직접적인 개입과 주도적인 역할을 특징으로 하였다. 그런 점에서 1980년대의 한국의 조선산업정책은 1970년대의정부 중심 발전 주의적 육성정책에서 정부 중심 발전주의적 조정정책으로의 변화를 보인다.

두 번째 사례인 1990년대 조선산업 합리화조치 해제를 둘러싼 담론경 쟁의 결과 김영삼 정부의 조선산업정책이 규제완화로 변화하게 된다. 산업논리 담론은 세계화 시대에도 산업정책에서 최소한의 범위에서라도 정부의 역할이 필요하다고 강조하였다. 그러나 세계화 시대 국제경쟁력을 위해 산업부문에서 다양하고 폭넓은 규제완화를 강조한 시장논리 담론이 김영삼 대통령의 정치적 이해에 더욱 부합되었다. 그 결과, 김영삼 정부 시기 조선산업정책은 민간 중심 자유주의적 육성정책으로의 큰 변화를 보이게 된다.
마지막 사례는 2008년 글로벌 금융위기 이후 한국의 중형조선산업 구조조정을 둘러싼 담론경쟁과 관련된 것이다. 이 과정에서 산업논리 담론은 중형조선사들의 국제경쟁력을 강조하면서 정부가 산업의 존속을 고려한 구조조정을 할 필요가 있음을 강조하였다. 그러나 이명박 대통령의 정치적 이해에는 선제적 구조조정을 통한 시장의 불안 심리와 불확실성의 해소의 필요성을 강조한 시장논리 담론이 더 부합되었다. 따라서 이명박 정부 시기 조선산업정책은 민간 중심 자유주의적 조정정책으로 변화하였다.
본 연구는 사례연구를 통해 한국에서 조선산업이 위기에 직면했을 때주요 정책 행위자들 간에 산업정책의 방향을 두고 산업논리 담론과 시장 논리 담론이 첨예하게 대립하였으며, 이러한 담론경쟁의 결과가 한국의 조선산업정책의 변화에 중요한 영향을 미쳤음을 강조한다. 정리하면, 본논문은 담론정치를 통해 박정희 정부 이후 한국의 조선산업정책이 크게 발전주의적 육성정책→발전주의적 조정정책→자유주의적 육성정책→자 유주의적 조정정책의 4단계로 변화하였음을 보여준다.
본 연구는 산업정책의 변화를 목적과 수단으로 세분화하여 구분한 정책 패러다임의 활용을 통해 기존의 한국의 조선산업정책의 변화를 발 전주의-자유주의와 같은 이분법적인 방식이 아닌, 보다 세분화된 방식 으로 설명하고 있다. 따라서 각 정부별 조선산업정책 변화의 질적인 차이를 보여주는 장점을 가진다. 또한 한국의 조선산업정책의 변화에 담론이 미치는 영향을 보다 명확하게 서술하고 있다는 점에서 한국 조선산업 정책의 변화를 더 정확하게 이해하는 데 기여할 수 있다.
The purpose of this paper is to analyze how the South Korean governments industrial policy, which affects the competitiveness of the Korean shipbuilding industry, has changed over time and to analyze the cause of the changes from the perspective of discursive institutionalism by utilizing examples from the Korean shipbuilding industry.
Existing studies attempting to explain the changes in Korean industrial policy emphasize external pressures, institutions, and varied interests as factors resulting in policy change. Changes in industrial policy or countries responses to crises, however, can be better understood when considering how these crises are perceived by the policy actors and how the discursive contention takes form among the
policy actors, in addition to observing the crises and institutional conditions themselves.
This study utilizes an analytical framework within policy studies that distinguishes the objective of the policy from the means when investigating policy changes in the Korean shipbuilding industry.
Policy objectives can generally be categorized as pursuing either developmentalistic or liberalistic purposes, growth or reorganization.
Subsequently, industrial policy measures can be divided into government-centered policy implementation and private-sector-centered policy implementation. Although the Korean shipbuilding industry constitutes a large fraction of South Koreas economy and is well-regarded internationally, debate over the content and direction of Koreas industrial policy resurfaces whenever the shipbuilding industry is faced with new challenges, both internal and external. As such, in order to understand the policy changes in the Korean shipbuilding industry, it is helpful to refer to the discursive contention taken place among policy actors that has come to greatly influence the survival and development of the Korean shipbuilding industry.
This study constitutes a cumulative case study on policy changes in the Korean shipbuilding industry. In the first case, the discursive contention around the DSME (Daewoo Shipbuilding and Marine Engineering) crisis in the late 1980s, the industry-rationale discourse that construed the crisis as constituting a national crisis and, therefore, put a strong emphasis on the need for an active role and assistance from the government was seen as being more persuasive than other discourses. As a consequence, the preferential treatment
DSME received through special rationalization measures set in place in 1989 was characterized by an active role played by the government and direct government intervention. In this regard, industrial policy on shipbuilding shifted away from the government-centered developmentalistic growth policy of the 1970s and shifted toward the government-centered developmentalistic reorganization policy.
In the second case, the 1990s discursive contention surrounding whether the special rationalization measures for the shipbuilding industry should be lifted resulted in the deregulation of Kim Young-sam administrations industrial shipbuilding policy. The industry-rationale discourse emphasized that even in the era of globalization it is necessary for the government to play at the least a minimum role in industrial policy-making. However, the market-rationale discourse, which put strong emphasis on varied and extensive deregulation in the industrial sector in order to increase international competitiveness in the era of globalization, corresponded more closely with the political philosophy of Kim Young-sam.
Industrial policy on shipbuilding during the Kim Young-sam administration, as a result, began to show noticeable signs of shift toward a private-sector-centered liberalistic growth policy.
The last case is concerned with the discursive contention surrounding the reorganization of the mid-level sector of Koreas shipbuilding industry after the 2008 global financial crisis. During the debate, the industry-rationale discourse put emphasis on the international competitiveness of medium-sized shipbuilding businesses and the need for the government to step in to ensure the survival of
those businesses. In the end, however, the industrial policy was shaped by the market-rationale discourse that emphasized the need to preemptively alleviate anxiety and uncertainty concerns in the market and which coincided more closely with president Lee Myung-baks political interests. Accordingly, industrial policy on shipbuilding during the Lee Myung-bak administration gradually shifted toward a more liberalistic private-sector-centered reorganization policy.
This paper illuminates, with the use of case studies, that when the shipbuilding industry is faced with crises, these crises are accompanied by fierce contention between policy actors that side with either the industry-rationale or the market-rationale discourse when determining the direction of the eras industrial policy, and the study also shows that the discursive contention has significantly impacted the formation of Koreas industrial policy on shipbuilding.
In summary, this paper shows by example of discursive politics that the Korean industrial policy on shipbuilding in the aftermath of the Park Chung-hee administration evolved progressively in four stages: developmentalistic growth policy → developmentalistic reorganization policy → liberalistic growth policy → liberalistic reorganization policy.
This study utilizes an analytical framework within policy studies that distinguishes the objective of the policy from the means when analyzing changes in Korean industrial policy on shipbuilding in a more granular manner than compared to the previously existing developmental–liberal dichotomy. Each government has, therefore, the advantage of showing qualitative differences in industrial policy on
shipbuilding. This study also contributes to providing a more accurate understanding of the policy changes in the Korean shipbuilding industry in so far it describes the impact of discursive contention on the formulation of Korean industrial policy on shipbuilding.
