예비타당성 평가결과에 영향을 미치는 요인에 관한 연구

Abstract

국가 재정사업의 시행여부를 결정하기 위한 예비타당성조사는 사업 시행으로 인한 경제적 효과를 중심으로 한 경제성분석과 국가 균형발전을 고려한 지역균형발전분석 및 정책적 분석을 종합적으로 고려한 계층적분석방법(AHP)를 통해 사업의 타당성을 여부를 결정하게 된다. 본 연구에서는 첫 번째, 2019년 개정된 AHP 가중치의 변화 영향을 분석하여 수도권과 비수도권의 가중치 변화로 인한 AHP종합점수를 재산정하여 가중치 변경전과 후를 비교 분석하였다. 경제성 가중치과 정책성 가중치 비율은 45:55에서 35:65에 변경하여 재 산정한 결과 수도권에는 개정 후 통과하는 사업이 4개 늘어나고 비수도권에는 6개 사업이 증가하는 것으로 나타났다. 두 번째 AHP 종합점수에 영향을 미치는 요인에 관한 분석을 위해 예비 타당성 보고서의 현금흐름표와 B/C Ratio, 지역균형 사전가중치, 사업기간, 사업부문, 총공사비, 사업비, 사업기간, 공사기간, 지역(수도권, 비수도권) 등의 변수들과 AHP종합점수와의 관계를 분석하였다. 회귀 분석결과 AHP종합점수에 가장 큰 영향을 주는 변수는 B/C 값이며, 추정계수는 비수도권 추정치가 0.16으로 수도권 0.099보다 영향이 큰 것으로 나타났다. 2004∼2011년 기간동안에는 정책·지역가중치는 전국과 비수도권에서는 유의성이 없으나, 수도권에서는 정책·지역가중치의 영향이 (-)로 유의한 것으로 분석되었다. 2012∼2020년을 대상으로 한 분석에서는 B/C 추정계수는 전국기준으로는 0.12, 비수도권 0.15, 수도권 0.08로 나타났으며, 정책가중치와 지역가중치도 비수도권에는 (+)요인이나, 수도권에는 (-)의 영향을 미치는 것으로 나타났다. AHP종합점수에 자연로그를 적용한 추정결과에서도 B/C Ratio의 추정계수 값으로 판단해 보면 비수도권 추정치가 0.319으로 수도권 0.208보다 영향이 큰 것으로 나타났으며, 지역가중치는 수도권지역에서 10% 수준에서 유의한 것으로 나타났다. 사업 미시행 대비 시행점수 비율을 종속변수로 한 분석에서는 B/C가 10% 증가하면 미시행 대비 사업시행비율은 평균적으로 약 12.5% 상승시키며 증가폭은 비수도권이 13.1%로 수도권 10.3%보다 큰 것으로 나타났다. 2004-2011년 분석결과와 2012-2020년 기간을 구분한 결과를 비교해 보면 정책가중치와 지역균형가중치가 AHP종합점수에 미치는 영향이 감소하고 있는 것으로 나타났다. 로짓 모형분석결과 B/C 표준화계수 값은 전국 기준 표준계수는 4.004, 비수도권은 4.1454, 수도권은 3.9285이며, 정책가중치와 지역균형가중치는 AHP종합점수에 (-)영향을 미치는 것으로 분석되었다. 세 번째 경제성분석에 적용하고 있는 투자비용 방식을 재산정하여 이전적지출을 고려하여 재분석한 결과 기존의 B/C 보다 평균적으로 15.52% 증가하는 것으로 분석되었다. 이상의 분석을 기초로 현재 시행되고 있는 예타제도에서의 개선방향은 부담금관리 기본법에 따른 부담금과 사회 보험료는 투자비용에서 제외하거나 조세재정에 관한 방대한 데이터를 활용하여 국책사업에 소요되는 이전적지출에 해당하는 항목을 재산정하는 방식을 도입하는 것이 필요하다고 본다. 향후 현재 공공투자관리센터에서 제공하고 있는 예비타당성보고서를 데이터베이스화하여 투자비, 현금흐름표, 분석결과에 대한 정보를 공개하여 이를 기초로 보다 폭넓고 다양한 연구가 진행될 수 있도록 세부정보의 공개가 필요하다고 생각한다.

A Study on the factor affecting the evaluation of Preliminary Feasibility projects

A preliminary feasibility study to determine whether a national financial project is implemented will determine the feasibility of the project through a hierarchical analysis method (AHP) that comprehensively considers regional balanced development and policy analysis. In this study, first, the impact of changes in AHP weights as revised in 2019 was analyzed, and the AHP comprehensive scores due to changes in weights in metropolitan and non-metropolitan areas were overridden to compare before and after weight changes. The ratio of economic weighting to policy weighting was recalculated from 45:55 to 35:65 and the number of projects passed after revision increased by four in the metropolitan area and six in the non-metropolitan area. For the analysis of the factors affecting the second AHP comprehensive score, the relationship between the AHP comprehensive score and variables such as B/C Ratio, balanced regional pre-weight, business period, business sector, total construction cost, business period, and region (metropolitan area, non-metropolitan area) was analyzed. The regression results show that the most influential variable for AHP comprehensive score is the B/C value, and the estimation coefficient is 0.16 in the non-metropolitan area, which is more influential than 0.099 in the metropolitan area. During the 2004-2011 period, policy and regional weights were not significant across the country and non-metropolitan areas, but the impact of policy and regional weights was significant (-) in the Seoul metropolitan area. According to the 2012-2020 analysis, the B/C estimation coefficient was 0.12 in national standards, 0.15 in non-metropolitan areas, 0.08 in the metropolitan area, and (+) in policy and regional weighting areas.In the metropolitan area, however, it has been shown to have negative effects.
