아베의 장기집권과 자민당의 파벌구도

Abstract

본 연구는 2012년 아베 전 총리의 재집권 이후 진행된 권력 강화의 배경을 파벌의 양적 측면에서 개괄적으로 고찰하고 있다. 2012년 이후 약 8년간 유지된 아베 내각은 파벌의 세력균형주의를 통해 당내 민주주의를 일정 정도 유지하면서도 신진 의원을 활용해 실질적 소속 파벌인 세이와회의 세력 확장을 성공적으로 이끌었다. 세이와회의 세력 확장은 아베 내각의 강력한 권력 강화를 촉진시켰다. 신진 세력이 대폭 증가할 수 있었던 배경에는 2009년 중의원선거에서의 자민당 대패로 자민당 현직 의원이 낙선하는 선거구가 크게 증가한 외부적 환경이 강하게 작용하였다. 이후 2012년 중의원선거에서 자민당 대승과 함께 신진 의원이 대거 당선하였는데 이들 중 상당수가 세이와회를 선택했다. 더욱이 상대적으로 빠른 내각 진출과 세력 강화라는 신진 의원과 아베 전 총리 간의 윈윈하는 이해관계가 성립하면서 세이와회의 확장 및 이를 통한 아베 전 총리 중심의 장기집권 및 세력 강화가 진행된것으로 보인다.

This study outlines the background of the Abes power-building process that took place after 2012 in the aspect of factions quantitatively. The Abe Cabinet, which has been maintained for about eight years since 2012, successfully led the expansion of the Seiwakai (Hosoda faction), while maintaining a certain degree of democracy within the party, and the expansion of the Seiwakai facilitated Abes strong power. The big growth of the new members has made this possible. The reason for the significant increase in the number of new members was first due to the defeat of the LDP in the 2009 House of Representatives election, which greatly increased the number of constituencies in which incumbent Liberal Democrats failed. Since then, in the 2012 House of Representatives election, new members were elected in large numbers with a great victory for the LDP, and many of them chose Seiwakai. Furthermore, as the win-win relationship between new members and Abe, who are relatively quick to advance into the Cabinet and strengthen his power, seems to have led to the expansion of the Seiwakai and the strengthening of Abes quantitative power.
