아베 정부하 당정 관계의 권력 집중화

Abstract

본 논문은 제2차~제4차 아베 정부 아래, 총리로의 권력 집중화를 자민당과 정부의 관계 측면에서 살펴보고, 이를 설명하고자 한다. 우선 본 논문은 소선거구제비례대표병립제 도입으로 인한 당정 관계의 세 가지 귀결에 대한 이론을 기반으로, 아베 총재 주도로 추진된 정책들이 유권자로부터 자민당에 대한 지지를 확보한 결과 당정 관계에 있어서 총리로의 권력집중이 발생했다는 가설을 제시한다. 이를 검증하기 위해, 아베 정부의 총재 주도의 사전심사를, 특히 총재직속기관의 활동을 중심으로 분석 한다. 분석 결과, 아베 정부는 아베노믹스와 안보, 교육 등의 분야에 있어서 자민당 내 총재직속기관을 적극적으로 활용하여 당정 간 정책 결정을 주도한 것을 알 수 있었다. 또한 아베 정부는 이를 이용하여 아베노믹스를 통해 기존의 자민당의 전통적인 지지세력과 무당파로부터 지지를 균형적으로 확보하면서 외교 안보 및 교육 등의 이슈를 통하여 우파 세력 동원을 꾀했던 것으로 볼 수 있다.

This article explains the power centralization of the prime minister in government–ruling party relationships during the second, third, and fourth Abe administration in Japan from 2012 to 2020. This article argues that the centralization resulted from two factors: the strengthening of the party executives leadership since the electoral reform in 1994, and Prime Minister Abes leadership in policymaking consistent with the LDPs electoral strategies. After clarifying how the pre-legislative coordination process changed, this study analyzes the activities of the LDPs special organs that were directly supervised by the party president. The result shows that Prime Minister Abe led the intra-party policymaking, especially with regard to Abenomics, securities, and education, to balance the traditional LDP supporters and neo-liberal independents and mobilize right-wing supporters.
